"Four-in-One" Integrated Services of SME Centres
To strengthen support for SMEs and to raise SMEs' awareness of the various funding schemes and support services, the TID consolidated the services of the existing four SME centres, namely, the "SUCCESS" under the TID, the "SME Centre" under the Hong Kong Trade Development Council (HKTDC), the "SME One" under the Hong Kong Productivity Council (HKPC) and the "TecONE" under the Hong Kong Science and Technology Parks Corporation (HKSTP), in October 2019 to provide one-stop "Four-in-One" integrated services for SMEs. Enterprises can obtain business information, funding schemes information and advisory services, etc. at any of the centres. In addition, a web portal called "SME Link" is also established for SMEs to access information and support services provided by the four SME centres and government departments from a single online platform.
The Government provides over 70 funding schemes with different funding scopes, amounts and requirements to promote and support the development of enterprises and industries in Hong Kong. The "Government Funding Schemes" web page of the SME Link features information on these 70+ funding schemes, including overview and useful hyperlinks. The web page's search tool supports multiple search filters to facilitate enterprises identifying suitable funding schemes.
The "Events & Activities" of the SME Link facilitates enterprises to obtain information on activities organised by the four SME centres and various government departments, including seminars, workshops, exhibitions, conferences, training courses, etc., from a single platform, and also provides relevant links to facilitate registration.
As global awareness of decarbonisation grows and consumers' understanding of green and low-carbon lifestyle continues to enhance, whereas related international laws and regulations are constantly updated, SMEs need to grasp the latest information so as to capture the business opportunities and cope with related challenges. The "Decarbonisation ‧ Business Action", a one-stop thematic webpage, features links to information and services about decarbonisation and carbon audit, etc., including requirements and regulations of Hong Kong and our trading partners, support measures and technological solutions, to help SMEs better prepare and position their businesses in the dynamics of international trade networks and supply chains and capture the business opportunities arising from low-carbon solutions and new markets emerging around the world.

This seminar is held by the "SUCCESS" of the TID. In this seminar, an intellectual property (IP) expert will analyse the crucial role of IP in ESG. The expert will share insights on the concept of green IP and its impacts on sustainable development. He will explain how IP drives green technology innovation, technology transfer and licensing, as well as its applications in relevant reporting and risk management. Furthermore, the expert will discuss industry case studies to illustrate IP financing (such as green bonds), with a view to assisting SMEs in exploring new opportunities related to ESG from an IP perspective. IV. "SME ReachOut" Form-Filling Bootcamp - Leverage Funding for Market Expansion
(Bootcamp#2 BUD Fund will be held at HKPC Building on 25 March 2026)
This series of bootcamps is held by the "SME ReachOut" of the HKPC. The bootcamps share tips on applying for the SME Export Marketing Fund (EMF) and the Dedicated Fund on Branding, Upgrading and Domestic Sales (BUD Fund), address common errors in filling out application forms and provide step-by-step support in form-filling. Hong Kong Origin Certification System (Seminar)
(This seminar will be held at Trade and Industry Tower on 13 March 2026)
This seminar is held by the "SUCCESS" of the TID. The seminar will introduce the Hong Kong Origin Certification System, administered by the TID. The system’s objective is to facilitate the export of Hong Kong products to other markets or meeting the requirements of importing authorities, as well as to enable traders to enjoy preferential tariff treatment under free trade agreements between Hong Kong and other economies. Representatives from the Centre for Food Safety, Food and Environmental Hygiene Department will also introduce latest facilitation measures for exports of food products to the Mainland under the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA). Government updates Hong Kong Roadmap on Popularisation of Electric Vehicles
The Government announced on 12 February 2026 the Updated Version of the Hong Kong Roadmap on Popularisation of Electric Vehicles (the Updated Roadmap). The Updated Roadmap reviews the development of electric vehicle (EV) technology over the past decade, summarises the progress that has been made to promote EV popularisation in Hong Kong since the Government formulated the Hong Kong Roadmap on Popularisation of Electric Vehicles (the Roadmap) in 2021, and updates the strategies and measures adopted by the Government to promote EV popularisation.

Government and 29 large corporates jointly launch new round of HYAB Scheme on Corporate Summer Internship on the Mainland and Overseas (deadline: 9 March 2026)
The Government on 11 February 2026 announced the launch of the HYAB Scheme on Corporate Summer Internship on the Mainland and Overseas 2026 in collaboration with 29 large corporates, providing Hong Kong youth with quality internship placements on the Mainland and overseas.
In the 2025 Policy Address, the Chief Executive emphasised that the Government would sustain its efforts in promoting youth development on all fronts. This includes continuing to implement various exchange and internship programmes on the Mainland and overseas to help young people broaden international horizons and cultivate a holistic outlook. In this regard, the Home and Youth Affairs Bureau forged partnerships with large corporates to launch the HYAB Scheme on Corporate Summer Internship on the Mainland and Overseas for Hong Kong youth to intern at the Mainland and overseas operations of these corporates. The Scheme will help young people learn and experience first-hand the national development and international trends, and at the same time provide them with exposure to the work culture in large corporates and the opportunity to establish interpersonal networks outside Hong Kong, enabling them to accumulate invaluable work experience and lay a foundation for future career development.
The number of companies participating in the new round of the Scheme has increased to 29. Internship placements are offered in multiple Chinese Mainland provinces and cities, including various Mainland cities in the GBA, Beijing, Shanghai, Chengdu, Chongqing and Hangzhou, as well as overseas countries including Indonesia, Malaysia, the Philippines, Singapore, Thailand and Australia. The internship placements also cover a wider range of industries than before, such as financial services, innovation and technology, pharmaceutical, logistics, property development, construction, retail, hospitality and utilities (please refer to Annex for details of the internship placements). Applicants must be aged 18 or above and should be (i) a full time post-secondary student (including sub-degree, undergraduate, or postgraduate) holding a Hong Kong permanent identity card; or (ii) a local full-time post-secondary student (including sub-degree, undergraduate, or postgraduate) holding a Hong Kong identity card. The internship will take place between June and September 2026. Participating companies will sponsor the interns for major expenses including transportation and accommodation costs, and assign dedicated personnel to provide training and support to the interns.
Details of the Scheme are available on the dedicated webpage (www.ydc.gov.hk/scsi/en). Interested young people should submit their applications through the centralised application platform on the dedicated webpage on or before March 9. Each person can apply for up to three companies in one application. Upon receiving the applications, participating companies will contact suitable applicants directly for the assessment and selection process, and make placement arrangements for selected interns.

CEDB and MOC sign MOU on strengthening co-operation and exchange in provision of comprehensive overseas services
The Secretary for Commerce and Economic Development, Mr Algernon Yau, and Member of the Communist Party of China Leadership Group of the Ministry of Commerce (MOC) and Assistant Minister Mr Zhang Li met in Beijing on 11 February 2026 to exchange views on supporting Mainland enterprises to go global. They also witnessed the signing of a Memorandum of Understanding (MOU) on strengthening co-operation and exchange in the provision of comprehensive overseas services.
With the signing of the MOU, the HKSARG and the MOC will strengthen co-operation and exchange in the provision of comprehensive overseas services by leveraging Hong Kong's unique advantages of enjoying the strong support of the motherland and being closely connected to the world under the "one country, two systems" principle, thereby fostering closer collaboration between Mainland enterprises seeking to go global and Hong Kong professional service providers, and strengthening the capacity of Mainland enterprises in going global. The MOU also supports the HKTDC to develop a professional services platform, pooling together Hong Kong professional service providers in the field of finance, legal and dispute resolution, accounting and audit, testing and certification, etc, to support Mainland enterprises seeking to go global.
Mr Yau thanked the MOC for its continuous support in the investment promotion work of the HKSARG. Leveraging Hong Kong's unique advantages amid the opening up of the country, the HKSARG will support Mainland enterprises to go global, further foster investment and trade relations between Hong Kong and the Mainland, and strive to reinforce and enhance Hong Kong's status as an international trade centre.
Mr Yau said, "The country is implementing a high-level strategy of two-way opening up to encourage Mainland enterprises to go global. The MOC is spearheading the implementation of the related work in the provision of comprehensive overseas services. As a 'super connector' and a 'super value-adder', Hong Kong can help Mainland enterprises expand businesses abroad and overcome challenges encountered in the process. The Commerce and Economic Development Bureau has set up the Task Force on Supporting Mainland Enterprises in Going Global (GoGlobal Task Force) to co-ordinate cross-bureau, cross-departmental and cross-organisation work to provide one-stop go global support. The GoGlobal Task Force will make use of various channels to promote to target Mainland enterprises the advantages of using Hong Kong as a springboard to go global. It will also provide tailored services according to the needs of the enterprises to support their overseas expansion through Hong Kong."
Mr Yau added, "The HKTDC is currently developing a cross-sectoral platform, which assembles Hong Kong professional service providers from different fields to match them with different Mainland enterprises based on their needs, thereby supporting the enterprises to establish a foothold in Hong Kong and then expand their businesses overseas. The platform will also bring more business opportunities to the Hong Kong professional service providers and increase the influence of Hong Kong professional services locally and internationally. The GoGlobal Task Force will co-ordinate the organisation of different promotional events on the Mainland and Hong Kong, and will identify and attract enterprises to go global via Hong Kong."
In his 2025 Policy Address, the Chief Executive announced the establishment of a one-stop platform by mobilising Hong Kong's overseas offices, including those under Invest Hong Kong and the HKTDC, as well as Hong Kong offices on the Mainland, and has set up the cross-bureau, cross-departmental and cross-sectoral GoGlobal Task Force to proactively attract Mainland enterprises to go global via Hong Kong. Since its inception in October 2025, the GoGlobal Task Force has worked closely with relevant Mainland authorities and progressively formulated and implemented relevant work.

Chief Executive in Council adopts recommendation on Statutory Minimum Wage rate
The Chief Executive (CE) in Council has adopted the recommendation of the Minimum Wage Commission (MWC) on raising the Statutory Minimum Wage (SMW) rate from its prevailing level of $42.1 per hour to $43.1, an increase of $1.0 or 2.38 per cent.
The Government will publish the Minimum Wage Ordinance (Amendment of Schedule 3) Notice 2026 in the Gazette on 20 February 2026 and table it in the Legislative Council (LegCo) on 25 February 2026. Subject to the approval of the LegCo, the revised SMW rate will come into force on 1 May 2026.
When conducting the review under the new annual review mechanism of the SMW, the MWC adopted the formula approved by the CE in Council to recommend the new SMW rate (please refer to the Annex).
The Secretary for Labour and Welfare, Mr Chris Sun, said that the MWC had thoroughly drawn up the implementation arrangements for adopting the formula, examined the data of each indicator in the formula, and assessed the relevant impacts. The indicators adopted in the formula are objective and easily comprehensible, which enhance the transparency and predictability of the SMW adjustment, minimise controversy and are conducive to fostering harmonious labour relations. An annual review also allows closer alignment of the SMW with socioeconomic changes. He is very pleased with the MWC's smooth completion of the review under the new mechanism, and paid warm tribute to the Chairperson of the MWC, Ms Priscilla Wong, for leading all MWC members in making valuable contributions.
Mr Sun said, "After careful consideration, the Government is of the view that the MWC has ably discharged its statutory function of reviewing the SMW rate. The recommendation of the MWC is in line with the policy objectives of the SMW to maintain an appropriate balance between forestalling excessively low wages and minimising the loss of low-paid jobs, while giving due regard to sustaining Hong Kong's economic growth and competitiveness."
The 2026 Report on Reviewing the Statutory Minimum Wage Rate has been uploaded to the MWC's website (www.mwc.org.hk).
The Government will publish the Employment Ordinance (Amendment of Ninth Schedule) Notice 2026 in the Gazette on 20 February 2026 and table it in the LegCo on 25 February 2026. The Notice concurrently amends the monthly monetary cap on the requirement for employers to record the total number of hours worked by employees in a wage period. An employer will be exempted from the requirement to record the total number of hours worked by an employee in a wage period if the wages payable to the employee for that wage period are not less than $17,600 (currently $17,200) per month. The revised monthly monetary cap will come into force on the same day as the revised SMW rate takes effect, which is 1 May 2026.

Road Traffic (Safety Equipment)(Amendment) Regulation 2026 gazetted and commenced
The Government published the Road Traffic (Safety Equipment) (Amendment) Regulation 2026 (the Regulation) in the Gazette on 6 February 2026 which took effect on the same day.
The Regulation aims to repeal the provision added by the Road Traffic (Safety Equipment) (Amendment) Regulation 2025 to the Road Traffic (Safety Equipment) Regulations (Chapter 374F) relating to the requirement for passengers to wear seat belts on buses (i.e. regulation 8D), and makes consequential amendments. Upon repealing and amending the relevant provisions, there is no longer any statutory requirement for passengers to wear seat belts on franchised or non-franchised buses.
The statutory requirement for the wearing of seat belts on other types of vehicles (including private cars, taxis, goods vehicles, light buses, special purpose vehicles, student service vehicles) other than franchised and non-franchised buses remains in effect. When the non-franchised buses are used for student services, passengers must wear seat belts in accordance with Regulation 8G of the Road Traffic (Safety Equipment) Regulations (Chapter 374F).
Going forward, the Government will undertake a fresh review of the arrangements for wearing seat belts on buses and initiate a public consultation to solicit broad input from the community. Concurrently, the Government will engage subject matter experts to examine issues relating to design, installation and effectiveness of seat belt arrangements, and formulate recommendations on the directions and details of implementation. Meanwhile, the Government will continue to enhance publicity and education efforts to encourage the voluntary wearing of seat belts on buses.

Government announces Transport Strategy Blueprint
The Government announced the Transport Strategy Blueprint on 6 February 2026, with the vision of "Implementing a people-centric approach, Strengthening connectivity with both the Mainland and the world, Promoting efficient travel, and Embracing green lifestyle". It establishes three major themes for future transport development, and proposes six strategies with a total of 25 recommendations to drive the sustainable development of Hong Kong's transport system.
The three major themes are "Enjoyable Journeys", "Well-connected City", and "Healthy Mobility". "Enjoyable Journeys" adheres to a public transport-oriented policy, enhancing local and cross-boundary transport infrastructure to connect the economic core areas of Hong Kong, Kowloon, and the New Territories, driving economic development and optimising passenger travel experiences. "Well-connected City" focuses on leveraging advanced technology to promote digitalised traffic management, improving transport efficiency, including more flexible scheduling of public transport services based on individual passenger needs, promoting autonomous driving, and sharing more transport data with the public for trip planning, fostering smart mobility. "Healthy Mobility" integrates the concept of sustainable communities into urban planning, actively promoting green travel modes such as walking, cycling, and electric mobility devices.
The Secretary for Transport and Logistics, Ms Mable Chan, said, "Transportation is a cornerstone of modern urban development, shaping economic growth, regional integration, and the daily lives of citizens. The Blueprint sets out future objectives, strategies, and directions, articulating short-, medium-, and long-term measures to advance Hong Kong's economic development and enhance the convenience for its people. This year, we have ten key measures, and the Blueprint also outlines transport strategies for the next two decades, allowing us to maintain our global leadership in public transport, consolidating Hong Kong's position as a regional and national transportation hub; at the same time, through actively embracing smart technology, providing more convenient and diverse transportation options for citizens and tourists, making Hong Kong a city ideal for living, working and travelling.
The Blueprint comprehensively considers Hong Kong's population trends, travel demands, urban and technological development, and other factors. Key contents include a new layout of "Eight Vertical and Eight Horizontal" infrastructure projects, planning for a new generation of Transport Interchange Hubs, flexible "Smart Demand-responsive Public Transport Mode" services, enhancing the application of artificial intelligence in traffic management, promoting the development of autonomous vehicles, actively increasing parking spaces, developing low-altitude economy, and enhancing pedestrian environments. The implementation of the Blueprint will promote Hong Kong's economic growth and sustainable development, while facilitating the movement of people and goods within the Guangdong–Hong Kong–Macao Greater Bay Area.

SME ReachOut
“SME ReachOut”, a dedicated service team operated by HKPC, has commenced operation since 1 January 2020 to enhance SMEs’ understanding of the Government’s funding schemes, with a view to encouraging better utilisation of the support provided by the Government. The team would help SMEs identify funding schemes that suit their needs, and answer questions relating to applications.
The Government has allocated $100 million to HKPC to gradually enhance the services of “SME ReachOut” in the ensuing five years starting from 2023. HKPC has enhanced the services of “SME ReachOut” in October 2023, including arranging visits to more chambers of commerce, commercial and industrial buildings and co-working spaces, and increasing the publicity in social media so as to step up the promotion of government funding schemes. At the same time, more one-on-one consultation sessions will be provided to assist SMEs in applying for government funding and building their capacities, focusing on areas such as ESG, technology transformation, digitalisation and cyber security, with a view to enhancing their competitiveness through leveraging new technologies.

Dedicated Fund on Branding, Upgrading and Domestic Sales (BUD Fund)
To support enterprises to develop the markets of Association of Southeast Asian Nations (ASEAN) through electronic commerce (e-commerce) business, the geographical coverage of “E-commerce Easy” was expanded to the 10 ASEAN countries in March 2025.
The HKPC as the BUD Fund implementation partner regularly organises seminars/webinars in order to enhance enterprises’ understanding of the BUD Fund, including “Easy BUD” and “E-commerce Easy”. We have recently referred suspected fraud cases under the SME Export Marketing Fund (EMF) to the Police and arrests have been made.
The TID reviews all applications to ensure strict compliance with the Guide to Application and the relevant procedures in order to ensure proper use of public money. Any suspected provision of false information will be followed up on accordingly. It is the responsibility of an applicant enterprise to complete an Application Form timely and truthfully and to provide all genuine supporting documents. The TID will take administrative measures as deemed appropriate on party(ies) to an application for any malpractice unearthed in the application process. Serious cases will be referred to the law enforcement agencies for further action.
It is an offence in law to obtain property/pecuniary advantage by deception or assisting persons to obtain property/pecuniary advantage. Any person who does so may be liable to legal proceedings. Applicant enterprises are urged not to violate the law.
