I. Fashion Asia Hong Kong 2026: Fashion Challenges Forum and 10 Asian Designers To Watch Exhibition

FASHION ASIA HONG KONG (Fashion Asia), organised by Hong Kong Design Centre (HKDC) and supported by the Cultural and Creative Industries Development Agency (CCIDA) as lead sponsor, is a flagship programme of the Hong Kong Fashion Fest which is presented by the Government of the Hong Kong Special Administrative Region. Fashion Asia includes the ‘Fashion Challenges Forum’, the ‘10 Asian Designers to Watch’ Exhibition, networking events, the ‘Fashion Asia Digital Series’ online learning and exchange platform, etc. TID is one of the supporting organisations of Fashion Asia.

The Fashion Challenges Forum this year will continue to be the definitive dialogue platform for the global luxury and fashion sectors. The event will bring together premier industry leaders, esteemed curators, and creative masterminds from around the world to offer a macro perspective on the rapid evolution of consumer culture. A series of inspiring and profound discussions will delve into the commercial strategies and ecological blueprints driving the industry forward, providing actionable guidance for the next chapter of global fashion. Marking the milestone 10th anniversary of the ’10 Asian Designers To Watch’ Exhibition, this annual highlight will kick off with a groundbreaking new format on 3 September 2026. This signature exhibition offers the public an intimate appreciation of exquisite craftsmanship and innovative silhouettes. Ten visionary designers, selected by a panel of industry experts, will unveil their curated collections showcasing the progressive aesthetics and meticulous craftsmanship of the new generation in Asia.

II. Build a Secure Cyberspace 2026 “Innovate with Grace, Peace in Cyberspace” Seminar and AI-Generated Four-Panel Comic Contest Award Ceremony

(This event will be held at the HKPC Building on 4 September 2026)

This event is co-organised by the Digital Policy Office (DPO), the Cyber Security and Technology Crime Bureau (CSTCB) of the Hong Kong Police Force (HKPF) and the Hong Kong Computer Emergency Response Team Coordination Centre (HKCERT). SUCCESS is one of the supporting organisations. This seminar will feature expert talks on the safe use of AI, the latest cyber threats and relevant defence measures to deepen participants’ cybersecurity awareness.  The award ceremony will recognise winners of the AI-Generated Four-Panel Comic Contest for their creativity and innovative use of AI tools to spread cybersecurity messages. (This event will be conducted in Cantonese.)

III. From Reports to Insights: How AI Is Transforming Financial Work (Online Course)

(This course will be live-streamed on 8 September 2026)

This course is offered by the HKPC. SUCCESS is one of the supporting organisations. This online course will feature an AI finance expert who will share the latest developments and actual application cases of AI and Generative AI in areas such as banking, insurance, accounting, and corporate finance. The speaker will also discuss data privacy, information security, regulatory requirements, and the principles of responsible use in AI applications, with a view to helping financial practitioners seize opportunities presented by these technologies while effectively managing related risks. (This course will be conducted in Cantonese.)

HKTDC T-box Transformation Programme “ASEAN Market Day”

(This event will be held at S421, Hong Kong Convention and Exhibition Centre on 10 September 2026)

This event is held by the HKTDC to support Hong Kong SMEs in gaining valuable insights into ASEAN market trends, business environments and expansion strategies. This event will bring together business leaders, entrepreneurs and service providers to share their insights into how the SMEs can effectively tap into the emerging opportunities in the ASEAN markets. Participants can also visit the ASEAN pavilion at the Belt & Road Summit and take part in consultation and networking with ASEAN market experts.  (This event will be conducted in Cantonese with simultaneous interpretation in English.)

Intellectual Property Department: IP Training Programmes “IP106 Trade Mark Management and Protection in Overseas Markets” and “IP203 Generative AI – IP Concept and Legal Considerations”

These two intellectual property (IP) courses organised by the Intellectual Property Department are now open for registration here.
 
“IP106 Trade Mark Management and Protection in Overseas Markets” aims to provide a knowledge foundation on trade mark management and protection strategies overseas by introducing the regulations, protection mechanisms and management strategies of trade mark rights in the key overseas markets. (The medium of instruction will be Cantonese, supplemented with English terms.)
 
“IP203 Generative AI - IP Concept and Legal Considerations” aims to illustrate the involvement of IP in the Generative AI, allowing participants to understand the relevant IP concept, the potential legal issues associated with Generative AI and how to protect IP rights in the age of AI. (The medium of instruction will be Cantonese, supplemented with English terms.)
 
These courses are free for members of the “IP Manager Scheme PLUS”. Enterprises registered in Hong Kong can fill out the online form to join the Scheme for free, getting priority in course registration and special offers for their staff joining the IP Training Programme. Participants will receive a certificate upon completion of the course.

Government announces first batch of preapproved solutions under Future Innovative Logistics Acceleration Scheme

The Government announced on 1 September 2026 the first batch of three preapproved information technology (IT) onboarding solutions under the Future Innovative Logistics Acceleration Scheme (FILAS). Eligible third-party logistics service providers (3PLs) may apply for funding support starting from 1 September 2026 for subscribing to or using these preapproved solutions.

A spokesman for the Transport and Logistics Bureau said, "Digitalisation is one of the most important development directions for the logistics industry to maintain its competitiveness. With the availability of preapproved solutions under FILAS, of which its efficacy in facilitating the use of logistics data platforms and bridging 3PLs' digital divide has been recognised through rigorous technical assessment, we hope that 3PLs will seize the opportunity to digitalise their businesses and explore the benefits brought by the use of logistics data platforms, including greater logistics transparency, more efficient supply chain management and trade financing opportunities."

Launched on 1 June 2026, under the Pilot Subsidy Scheme for Third-party Logistics Service Providers (Pilot Scheme), FILAS aims to spur the development of IT onboarding solutions that facilitate the use of logistics data platforms operated by the Government or public organisations, including the Port Community System (PCS) and the HKIA Cargo Data Platform (HKIA Cargo), by logistics enterprises, with a view to promoting digitalisation of the industry.

Solution providers were earlier invited to apply for their IT onboarding solution to be listed on a white list of preapproved solutions under FILAS (white list). The 26 applications received subsequently went through an assessment sequentially by the HKPC as the Secretariat of the Pilot Scheme, and the operators of the PCS and HKIA Cargo (namely the Logistics and Supply Chain MultiTech R&D Centre and the Airport Authority Hong Kong, respectively), based on their compatibility with the respective logistics data platforms, functionality, usability, security and project management plan, among others. The three highest-scoring solutions were considered and endorsed by the Management Committee of the Pilot Scheme as the first batch of preapproved solutions for inclusion on the white list.

Same as the Pilot Scheme, applicant enterprises for FILAS must be non-listed enterprises registered in Hong Kong under the Business Registration Ordinance (Cap. 310) with substantive business operations related to either inbound or outbound third-party logistics services in Hong Kong, and funding support will be provided based on the subsidy ratio of 2 (Government) to 1 (enterprise). Each eligible enterprise may receive funding support of up to $2 million under the Pilot Scheme (including FILAS).

Professional Services Advancement Support Scheme invites new round of applications (Deadline: 30 November 2026)

The Main Programme under the Professional Services Advancement Support Scheme (PASS) is inviting a new round of applications for project proposals starting 1 September 2026 from non-profit-distributing organisations such as professional bodies, trade and industrial organisations and research institutes.

PASS, with a total allocation of $200 million, aims at funding non-profit-making industry-led projects to increase exchanges and co-operation between Hong Kong's professional services and external counterparts, promote relevant publicity activities, and enhance the standards and external competitiveness of Hong Kong's professional services.

The maximum grant for each approved project under the Main Programme of PASS is $3 million or 90 per cent of the approved project cost, whichever is lower. A wide range of professional services, such as accounting, legal and dispute resolution, architecture, engineering, healthcare, information and communications technology, design and technical testing and analysis, are eligible for the Main Programme. Sector-specific projects and cross-sectoral projects are both welcome. Expenses directly incurred for implementing a project, such as manpower costs, venue and set-up costs, production and promotion costs, and the project team and active participants' travel and accommodation costs outside Hong Kong, are typically eligible for funding support under the Scheme. Funding support may also be provided for travel and accommodation costs incurred by participants in relatively longer professional internships or attachment programmes outside Hong Kong that are funded by the Main Programme.

Up to early August 2026, over 130 projects had been funded under the Main Programme, including project deliverables in and outside Hong Kong. The deliverables include capacity-building programmes for enhancing the standards of local professionals, such as training programmes, workshops and study tours; outreach and promotional activities for showcasing the strengths of Hong Kong's professional services, such as roadshows, promotional seminars and participation in exhibitions outside Hong Kong; exchange activities for deepening interaction between Hong Kong professionals and their external counterparts, such as visits to other economies and international conferences and seminars held in Hong Kong; and research projects on potential external markets for Hong Kong professional services and development of best practice guidelines and manuals for professionals. Furthermore, with a view to stepping up the promotion of Hong Kong's competitive edges and professional services to the Mainland and overseas markets, $50 million has been set aside for the Professionals Participation Subsidy Programme (PSP) under PASS to subsidise Hong Kong major professional bodies to participate in relevant activities organised by the Government (such as Hong Kong Economic and Trade Offices) and the Hong Kong Trade Development Council after the pandemic situation has stabilised. Details of the PSP and its list of activities are available at www.pass.gov.hk/psp. Hong Kong professionals from the eligible professional sectors under PASS may make use of the PSP subsidy to join the relevant activities.

The Main Programme and the PSP receive applications for project and activity proposals all year round, and they are processed on a quarterly basis. The deadline for the new round of applications is 30 November 2026. A briefing session will be held in September 2026 for organisations interested in applying for the PASS funding. BugHunting Campaign 2026 opens for applications (Deadline: 31 October 2026)

The BugHunting Campaign 2026, co-organised by the Cyber Security and Technology Crime Bureau of the Hong Kong Police Force and Cyberbay, a local crowdsourced cybersecurity vulnerability detection platform,  is now open for registration until 31 October 2026. SMEs and organisations are welcome to participate. The Office of the Privacy Commissioner for Personal Data is the event’s Strategic Partner.

Launched in 2023, the BugHunting Campaign seeks to mitigate cybersecurity challenges stemming from rapid advancement of digital technologies and AI by offering free vulnerability detection services to a broad range of local organisations and enhancing their capacity to recognise and respond effectively to AI-related risks. The 2026 campaign will run from October 2026 through February 2027.

DoJ welcomes NPCSC's passage of amendments to the Lawyers Law of the People's Republic of China governing GBA lawyers

The Department of Justice (DoJ) welcomed the passage of amendments to the Lawyers Law of the People's Republic of China (Lawyers Law) by the Standing Committee of the National People's Congress (NPCSC) on 28 August 2026. The amendments will take effect from 1 September 2026. Article 62 of the amended Lawyers Law provides that Hong Kong Special Administrative Region (SAR) legal practitioners and Macao SAR practising lawyers who passed the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Legal Professional Examination organised by the judicial administration department of the State Council and obtained Mainland practice qualification may practise in stipulated areas of legal matters in the Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen and Zhaoqing municipalities of the Guangdong Province. Matters such as the enrollment requirements for the examination, the application procedures to practise as lawyers and the scope of practice are stipulated by the judicial administration department of the State Council.

The Secretary for Justice, Mr Paul Lam, SC, said, "The amended Lawyers Law, as a national law, makes clear provision for the GBA lawyers' scheme, thus providing the legal basis to conduct relevant work in respect of the regularisation of the practice regime. I warmly welcome the amendments and express my sincere gratitude to authorities such as the Ministry of Justice (MoJ) for their strong support to the development of the GBA lawyers' scheme. Since the NPCSC's authorisation of the State Council to conduct a pilot scheme for GBA lawyers, the professional team of GBA lawyers has been growing continuously, contributing efforts to the country's building of the rule of law. The National 15th Five-Year Plan Outline calls for deepening the construction of the GBA and accelerating the development of an international first-class bay area. GBA lawyers with dual practice qualifications can facilitate the interfaces of mechanisms and regulatory frameworks in the GBA, as well as proactively integrating into and contributing to the overall national development."
      
The NPCSC decided in August 2020 to authorise the State Council to conduct a pilot scheme for a period of three years. The pilot period would have originally expired in October 2023 and was extended by the NPCSC in August 2023 until 4 October 2026. As in June 2026, over 650 Hong Kong and Macao lawyers have obtained the Lawyer's License (GBA) and can provide legal services in the nine Mainland municipalities in the GBA on specified civil and commercial matters to which the Mainland laws apply. Currently, there have been GBA lawyers appearing in court as litigation representatives in the nine Mainland municipalities in the GBA and taking up GBA arbitration cases.

The DoJ will continue to maintain close contact with authorities such as the MoJ and the Department of Justice of Guangdong Province, with a view to proactively supporting and complementing the relevant work of the regularisation of the GBA lawyers' scheme.

TD invites interested platform companies to apply for ride-hailing service licences (Deadline: Noon, 30 October 2026)

The Transport Department (TD) on 28 August 2026 invited interested platform companies to apply for ride-hailing service licences. The application deadline is noon on 30 October 2026.

The key entry requirements and licence conditions for ride-hailing service licences are set out in the Annex.

Interested companies registered in Hong Kong may request for the invitation documents through the TD's website.

Applicants must complete and submit the form of application, service proposal and relevant supporting documents (one original and seven legible photocopies) in accordance with the terms and conditions of the invitation documents, along with a cashier's order of HK$16,250 as payment of the application fee, in a sealed envelope with "Application for Ride-hailing Service Licence 2026" clearly marked on the outside of the envelope. Applications must be delivered to the reception counter of the TD Headquarters on 10/F, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, before noon on 30 October 2026 (Friday). Late applications will not be accepted.

LD further enhances Heat Stress at Work Warning system

The Labour Department (LD) announced further enhancement of the Heat Stress at Work Warning (HSWW) system with effect from 28 August 2026 to better safeguard the occupational health of employees working under hot weather or in high-temperature environments.

For details of the enhanced system, please refer to the annex.

The enhancement of the system will not impose additional work for employers and employees. They should continue to pay heed to the level of the HSWW issued by the LD and make corresponding work arrangements. Employers shall conduct heat-stress risk assessments for employees working in hot environments, and based on the assessment results and the risks of heat stroke faced by employees at different levels of the HSWW, implement the heat stroke prevention measures recommended in the Guidance Notes on Prevention of Heat Stroke at Work, including rescheduling work periods, setting up shade covers, providing ventilation and heat dissipation equipment, and reminding employees to replenish their water and rest in a timely manner. In addition, employers should keep assessment records and explain the assessment results to employees and give appropriate instructions to ensure that employees take an appropriate amount of rest according to the assessment results to minimise the heat stress at work.
 
The LD also encourages and motivates employers to arrange on-site heat-stress risk assessments, taking into account the special circumstances of their work nature and workplace (such as geographical locations and specific working environments). They can also seek assistance from occupational health professionals, and take appropriate preventive measures based on the results to reduce the risk of heat stroke at work.
 
The LD reminds employers that they may face prosecution if they endanger the health of employees without providing suitable heat stroke prevention measures. The LD also enhances inspections and enforcement actions targeting workplaces with a higher risk of heat stroke to safeguard the occupational safety and health (OSH) of employees.

Employees should also pay attention to their own physical condition and inform their employer if they feel unwell. When necessary, they can call the LD's OSH complaint hotline at 2542 2172 or submit an online OSH complaint form (eform.cefs.gov.hk/form/ld0001/en/) to seek assistance from the LD.

The LD disseminates the HSWW levels to members of public through multiple channels, including the "iAm Smart" and "My Observatory" mobile applications, government press releases, the HKO's official website, and major media platforms. Hong Kong Fashion Fest presents eight flagship programmes for its third edition

Presented by the HKSARG, and spearheaded and sponsored by the Cultural and Creative Industries Development Agency of the Culture, Sports and Tourism Bureau, the third edition of Hong Kong Fashion Fest is taking place from 1 to 14 September 2026. The two-week fashion extravaganza will bring together over 300 local and international design entities. In collaboration with six industry organisations, it will present eight flagship programmes across various cultural landmarks and stylish design spaces in Hong Kong, showcasing the city's exceptional appeal as Asia's fashion capital through a diverse range of fashion-themed events.

This edition of the Hong Kong Fashion Fest offers a rich lineup of programmes, covering haute couture, city-wide pop-up stores, cross-regional menswear, a sustainable design forum, modern denim culture and more, propelling the creativity and aesthetics of emerging designers from Hong Kong and abroad onto the global stage. The eight flagship programmes include the opening programme "VIRTUOSE: The Artistry of Couture 2026", the citywide fashion pop-up "Wear's HK", the international fashion showcase and trade platform CENTRESTAGE, "Future Threads: Menswear's New Waves Between Italy and Hong Kong", "Fashion Summit (Hong Kong) 2026", "Hong Kong Fashion Fest Gala 2026", "Fashion Asia Hong Kong 2026", and the "5th Hong Kong Denim Festival".
