"Four-in-One" Integrated Services of SME Centres
To strengthen support for SMEs and to raise SMEs' awareness of the various funding schemes and support services, the TID consolidated the services of the existing four SME centres, namely, the "SUCCESS" under the TID, the "SME Centre" under the Hong Kong Trade Development Council (HKTDC), the "SME One" under the Hong Kong Productivity Council (HKPC) and the "TecONE" under the Hong Kong Science and Technology Parks Corporation (HKSTP), in October 2019 to provide one-stop "Four-in-One" integrated services for SMEs. Enterprises can obtain business information, funding schemes information and advisory services, etc. at any of the centres. In addition, a web portal called "SME Link" is also established for SMEs to access information and support services provided by the four SME centres and government departments from a single online platform.
The Government provides over 70 funding schemes with different funding scopes, amounts and requirements to promote and support the development of enterprises and industries in Hong Kong. The "Government Funding Schemes" web page of the SME Link features information on these 70+ funding schemes, including overview and useful hyperlinks. The web page's search tool supports multiple search filters to facilitate enterprises identifying suitable funding schemes.
The "Events & Activities" of the SME Link facilitates enterprises to obtain information on activities organised by the four SME centres and various government departments, including seminars, workshops, exhibitions, conferences, training courses, etc., from a single platform, and also provides relevant links to facilitate registration.

VII. 2024 Hong Kong Awards for Environmental Excellence
This award is jointly organised by the Environmental Campaign Committee, the Environment and Ecology Bureau, the Advisory Council on the Environment, the Business Environment Council, the Chinese General Chamber of Commerce, the Chinese Manufacturers' Association of Hong Kong, the Federation of Hong Kong Industries, the Hong Kong Chinese Importers' & Exporters' Association, the Hong Kong Council of Social Service, the Hong Kong General Chamber of Commerce and the HKPC. SUCCESS is one of the supporting organisations. The award aims to encourage companies and organisations to adopt green management, benchmark their performance with the best practices within their sectors and recognise the achievements of the best-performing companies and organisations. All organisations and their key management / operation functions in Hong Kong are generally eligible to apply, with reference to their core business fulfilling the definition of respective sector(s). Intellectual Property Department: IP Training Programme “IP101 IP Basics”
(This course will be held at the Hong Kong Convention and Exhibition Centre on 5 & 6 December 2024)
This IP course organised by the Intellectual Property Department (IPD) is now open for registration. "IP101 IP Basics" introduces the basic knowledge of various intellectual properties, enabling participants to understand the rights of IP owners and users, thereby enhancing their capability of protecting and managing IP rights within the enterprise. The course is an event of the "Business of IP Asia Forum 2024". Each successful course applicant will be entitled to a complimentary pass of the Forum. (The medium of instruction will be Cantonese, with simultaneous interpretation service in English provided.)
Interested participants may first enroll in the “IP Manager Scheme PLUS” for free by filling out an online form to get priority in course registration. Registration fee for the course is waived for members of the Scheme. Participants will receive a certificate upon completion of the course.

ASEAN Session on IP Commercialisation – An Engine to Drive Economic Growth in the Arts, Cultural and Creative Industries and Cultural Exchanges

This Session is organised by the Association of Southeast Asian Nations (ASEAN) Secretariat and the IPD of the HKSARG on the second day of the Business of Intellectual Property Asia Forum (BIP Asia).
IP is a driver for economic growth in the arts, cultural and creative industries and for cultural exchanges across economies through market forces. This half-day Session will bring together IP and cultural policy makers, regulators, cultural related agencies, experts and enterprises from ASEAN and Hong Kong, China to explore IP commercialisation and IP trading in relation to the arts, cultural, and creative industries. Hongkong Post launches on Douyin to fully support the promotion of products from Hong Kong brands to the Mainland customers
The rise of short videos has attracted a sea of users and fans, and created unlimited business opportunities for local enterprises. To keep up with the everchanging market, Hongkong Post, in collaboration with China Post Hong Kong, has set up a“China Post Hong Kong & Hongkong Post Joint Douyin Account” (“Joint Douyin Account”) on Douyin, a popular short-video platform. Hongkong Post will release interesting short videos (the link of Joint Douyin Account) from time to time on this platform, and arrange the two influencers in the short videos to host livestream shopping, helping local SMEs advertise their brands to the Mainland market, and promote genuine Hong Kong products.

CE leads delegation of HKSAR Government and senior representatives of business sectors to Guangzhou to begin visit to Mainland cities of GBA
A delegation of the HKSARG and senior representatives of the business sectors, led by the Chief Executive, Mr John Lee, arrived in Guangzhou on 25 November 2024, marking the commencement of a three-day visit to Mainland cities of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), with a view to further promoting the co-operation between the HKSAR and the Guangdong Province and various GBA cities in business, trade and different industries.
The delegation attended the Guangdong-Hong Kong Deepening Economic, Trade and Investment Cooperation Conference co-organised by the People's Government of Guangdong Province and the HKSARG on the afternoon of 25 November to exchange views on enhancing economic, trade and investment co-operation, and promote high-quality development of the GBA. The Secretary of the CPC Guangdong Provincial Committee, Mr Huang Kunming; Mr Lee; and the Director of the Liaison Office of the Central People's Government in the HKSAR, Mr Zheng Yanxiong, delivered speeches at the conference.
In his speech, Mr Lee said that, with the support of the CPC Guangdong Provincial Committee and the Guangdong Provincial Government, the conference brought together government officials and representatives of the business sectors from Guangdong and Hong Kong to join hands in taking concrete actions to promote the high-quality development of the GBA proactively.
He said that Guangdong and Hong Kong, sharing close geographical ties and same cultural roots, have been closely interacting and co-operating with each other over the years in different areas including economic and trade investment, tourism and culture, as well as people's living. Both sides deepen co-operation under the spirit of complementarity and mutual benefits, so as to make greater contributions to the GBA as a strategic fulcrum of the new development pattern of our country, a demonstration zone of high-quality development, and a pioneer of Chinese modernisation. He also encouraged the business sectors in Guangdong and Hong Kong to continue to seize the opportunities to contribute to, and benefit from, the development of the GBA into a world-class bay area.
The Vice-Governor of Guangdong Province, Mr Zhang Xin; the Chief Secretary for Administration, Mr Chan Kwok-ki, together with representatives from multiple Hong Kong, foreign and Guangdong enterprises, gave thematic presentations to around 350 business leaders of the GBA to promote the development potential of Hong Kong and Guangdong, as well as the huge market and business opportunities of the GBA. The conference also witnessed the signing of 126 contracts with a total value of RMB 100 billion between enterprises of the two places.
After the conference, Mr Lee and the delegation attended the welcoming dinner hosted by the People's Government of Guangdong Province. They exchanged views on further deepening Guangdong-Hong Kong co-operation to jointly promote the high-quality development of the GBA.
In the evening, Mr Lee and the delegation arrived in Foshan and met with the Secretary of the CPC Foshan Municipal Committee, Mr Tang Yifeng. Mr Lee said that Foshan has a solid foundation in manufacturing with well-established production lines and production chains, while Hong Kong has rich experience in areas including finance, commerce and professional services, as well as research and development capabilities and the advantage of internationalisation. Hong Kong will continue to maintain close co-operation with Foshan to jointly seize the opportunities brought about by GBA development.
Mr Lee has returned to Hong Kong on the morning of 26 November 2024. Mr Chan leads the delegation to continue its visit to Foshan, Guangzhou and Dongguan.

HKMA welcomes completion of migration of consumer credit reference services to Credit Data Smart
The Hong Kong Monetary Authority (HKMA) welcomed the joint announcement of the Hong Kong Association of Banks, the Hong Kong Association of Restricted Licence Banks and Deposit-taking Companies, and the Hong Kong S.A.R. Licensed Money Lenders Association Limited (collectively as the Industry Associations) on the completion of the migration of consumer credit reference services to Credit Data Smart on 25 November 2024.
The HKMA has been working closely with the Industry Associations to introduce more than one consumer credit reference agency (CRA) in Hong Kong, with a view to promoting the market competition of consumer credit reference services in Hong Kong, enhancing the service quality of consumer CRAs and reducing the operational risk of having only one commercially run service provider in the market, particularly the risk of single point of failure.
The completion of migration of consumer credit reference services to Credit Data Smart marks a milestone in consumer credit reference services market in Hong Kong. The HKMA would like to thank the Industry Associations, the Platform Operator, the Business Operator, the consumer CRAs and other stakeholders for their effort in implementing Credit Data Smart.

2024/25 Innovation and Technology Support Programme (Platform & Seed) open for applications (deadline: 28 February 2025)
The Innovation and Technology Commission is inviting applications for the 2024/25 Innovation and Technology Support Programme (ITSP) (Platform & Seed) from 25 November 2024 until 28 February 2025.
The ITSP (Platform & Seed) provides funding support for platform and seed research and development (R&D) projects undertaken by designated local public research institutes and R&D centres. Platform projects are applied R&D projects that are industry-oriented and have potential for commercialisation, while seed projects are exploratory and forward-looking projects.

Innovative technology and applications recognised with Hong Kong ICT Awards 2024
The presentation ceremony for the Hong Kong ICT Awards 2024 was held on the evening of 22 November 2024 with MTR Corporation / The Hong Kong University of Science and Technology being presented the Award of the Year from the Financial Secretary, Mr Paul Chan. MTR Corporation / The Hong Kong University of Science and Technology is also the winner of the Smart Mobility Grand Award, surpassing seven other category winners with its winning entry "Public transport ridership simulation and railway planning – MTR to Keep Cities Moving".

New editions of Code of Practice for Energy Efficiency of Building Services Installation and Code of Practice for Building Energy Audit gazetted
The Electrical and Mechanical Services Department (EMSD) gazetted the 2024 Edition of both the Code of Practice for Energy Efficiency of Building Services Installation (BEC) and the Code of Practice for Building Energy Audit (EAC) on 22 November 2024, pursuant to section 40 of the Buildings Energy Efficiency Ordinance (BEEO), to enhance the energy efficiency of buildings' services installations and promote decarbonisation of buildings.
Following the enactment of the BEEO in 2012, the BEC and the EAC were promulgated in the same year and are reviewed once every three years. In the course of the review process, the EMSD examines the global development of relevant technology and energy efficiency standards to keep the Codes of Practice abreast of the times.
The new edition of the BEC uplifts the energy efficiency standards with an improvement of more than 20 per cent as compared with the 2015 edition. By 2035, the estimated annual energy saving is expected to be around 5.4 billion kWh from buildings in Hong Kong (compared with 2015), which will help Hong Kong achieve the carbon neutrality target before 2050 as set out in the Hong Kong's Climate Action Plan 2050.

Courts (Remote Hearing) Bill gazetted
The Government published in the Gazette on 22 November 2024 the Courts (Remote Hearing) Bill, which seeks to provide a clear legal basis for judges and judicial officers to order remote hearings for court proceedings at various levels of courts and tribunals where appropriate, having regard to all relevant factors, as well as the dual requirements of open justice and fair hearing.
The Bill will be introduced into the Legislative Council (LegCo) for first reading on 4 December.

Companies (Amendment) Bill 2024 gazetted
The Government published in the Gazette on 22 November 2024 the Companies (Amendment) Bill 2024 (the Bill) to enable listed companies incorporated in Hong Kong to hold shares bought back in the treasury and dispose of them, and promote paperless corporate communication for both listed and unlisted Hong Kong companies.
The Bill will be introduced into the LegCo for first reading on 4 December.

The Public Health and Municipal Services (Amendment) Bill 2024 was published in the Gazette on 22 November 2024.

First batch of amendments to Dentists Registration Ordinance to take effect from 1 January 2025
The Government announced on 21 November 2024 that a new mechanism for the admission of non-locally trained dentists to Hong Kong will commence under the Dentists Registration Ordinance (DRO) (Cap. 156) with effect from 1 January 2025 to address the demand for local dental services. In addition, other technical amendments will take effect under the DRO, including an update on the definition of "practising dentistry", to clearly specify the services that may only be provided by registered dentists, with a view to offering better protection for citizens' health.
Following the passage of the Dentists Registration (Amendment) Bill 2024 by the LegCo in July 2024, the Government subsequently tabled the first commencement notice and the Dentists Registration (Fees) Regulation at the LegCo in October for negative vetting. The vetting period ended on 20 November 2024, enabling the amended provisions to be implemented in phases. Other amendments will take effect on later dates.
The Government urges citizens not to take lightly claims from unregistered persons about their ability to offer any so-called "dental services" for their own health. Citizens may check before choosing dental services against the List of Registered Dentists published by the DCHK online (www.dchk.org.hk/en/list/list.htm) to verify the qualifications of service providers. If in doubt, citizens should refrain from receiving such services to ensure safety.

Government promulgates Development Outline for Hong Kong Park of Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone
The Government promulgated the Development Outline for the Hong Kong Park (the Park) of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone (the Development Outline) on 20 November 2024. The Development Outline comprehensively and systematically outlines the vision and mission of the development of the Hong Kong Park in the Loop, the historical background and basis of the Loop development, major development directions, strategy and target of the Park, and the facilitation measures to promote the flow of cross-boundary elements between the Hong Kong Park and the Shenzhen Park, with a view to setting out a clear development plan for the Hong Kong Park. SME Financing Guarantee Scheme enhancements took effect
HKMC Insurance Limited announced that the enhancements to the SME Financing Guarantee Scheme (SFGS) as set out in the "The Chief Executive's 2024 Policy Address" took effect on 18 November 2024. The measures allow borrowing enterprises under the SFGS to apply for principal moratorium for up to 12 months, for both existing and new loans. The application period will last for 12 months, and end on 17 November 2025. In addition, the maximum loan guarantee periods of the 80% and 90% Guarantee Products will both be extended by three years, to ten years and eight years respectively. The partial principal repayment options will be offered to new loans under the two guarantee products. These measures aim to alleviate the repayment pressure on borrowing enterprises, helping them address challenges brought about by economic restructuring.
Borrowing enterprises in need may approach the relevant participating lenders to discuss specific arrangements. For details, please refer to the SFGS website (www.hkmc.com.hk/sfgs).

Hong Kong and Peru sign Free Trade Agreement
Hong Kong and Peru signed a Free Trade Agreement (FTA) on 15 November 2024 (Lima time) on the sidelines of the Asia-Pacific Economic Cooperation Economic Leaders' Meeting in Lima, Peru.
In the witness of the Chief Executive, Mr John Lee, and the President of Peru, Ms Dina Boluarte, the Secretary for Commerce and Economic Development, Mr Algernon Yau, and the Minister of Foreign Trade and Tourism of Peru, Mrs Úrsula Desilú León Chempén, signed the FTA.
"Peru is Hong Kong's valued trading partner in Latin America, and also one of the participating countries of our country's Belt and Road Initiative. The Agreement signed today (15 November) is the first FTA signed by the current-term HKSAR Government, carrying strategic value to both Hong Kong and Peru. Apart from helping Hong Kong to gain entry into the great potential market of Peru, the FTA also provides manufacturers, service providers and investors of Hong Kong and Peru with legal certainty and better conditions, creating business opportunities and enhancing bilateral trade and investment between the two places," Mr Lee said.
"The Agreement heralds the beginning of closer bilateral relations between Hong Kong and Peru. I believe that the unique advantages of Hong Kong under 'one country, two systems', including open and friendly business environment, simple and low tax regime, free flow of information and capital, and a pool of high quality talent with global vision, would enable Peru to better grasp development opportunities for the future," he added.
Mr Lee noted that the commencement of negotiations of a separate Investment Promotion and Protection Agreement (IPPA) between Hong Kong and Peru is encouraging, and trusted that Hong Kong and Peru will further enhance bilateral investment flows to bring about economic growth of the two sides.
The FTA encompasses trade in services (including electronic commerce), trade in goods, investment and other related areas. The FTA's overall commitments go beyond those undertaken by the two economies under the World Trade Organization, and the trade in Hong Kong can be benefited from elimination or reduction of tariff, and reduction of trade barriers. Service providers and investors, likewise, can be benefited from legal certainty of better market access and national treatment when entering and operating in Peru.
Mr Yau said being Hong Kong's second FTA forged with Latin American economies, the FTA would create synergy with the FTA between Hong Kong, China and Chile signed in 2012, reinforcing the message to other Latin American trading partners that Hong Kong is ready to forge closer economic partnership in the region.
"We look forward to Hong Kong's traders and investors to grasp the opportunities brought by the FTA, and expand their businesses in Peru and through Peru to the Latin American markets. At the same time, the FTA would also help more Peruvian businesses to expand into Hong Kong and through Hong Kong in the region, in particular the Guangdong-Hong Kong-Macao Greater Bay Area," Mr Yau said.
Under the FTA, Hong Kong service providers can enjoy benefit in over 150 services sectors Peru has made specific commitments under the FTA. These commitments encompass sectors where Hong Kong has traditional strengths or has potential for development, including professional services, computer and related services, research and development services, financial services, and transport services.
For trade in goods, Peru committed to eliminate tariffs on approximately 98.3 per cent of its tariff lines for Hong Kong's originating goods exported to Peru, among which tariff elimination concerning 91.3 per cent of the tariff lines would take immediate effect upon the entry into force of the FTA, while tariffs of the remaining 7 per cent tariff lines would be phased out gradually. The competitiveness of Hong Kong products exported to Peru will be enhanced.
Peru ranked fifth among Hong Kong's merchandise trading partners in Latin America in 2023, with bilateral merchandise trade amounted to HK$5.2 billion. The bilateral merchandise and services trade between Hong Kong and Peru grew at an average annual rate of 4 per cent (from 2019 to 2023) and 16.3 per cent (from 2018 to 2022) respectively. The FTA negotiations between Hong Kong and Peru commenced in January 2023 and were concluded in July 2024.
For key benefits of the FTA to Hong Kong, please refer to Annexes 1 and 2. Full text of the FTA has been uploaded onto the TID's website (www.tid.gov.hk). The FTA will enter into force after Hong Kong and Peru have completed their respective internal procedures.
Including the FTA with Peru, Hong Kong has so far signed nine FTAs with 21 economies, including the Mainland of China, New Zealand, the member states of the European Free Trade Association (i.e. Iceland, Liechtenstein, Norway and Switzerland), Chile, Macao, the member states of the Association of Southeast Asian Nations (i.e. Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam), Georgia, Australia and Peru. All FTAs, except the one with Peru, have entered into force.
Hong Kong is actively seeking to expand its economic and trade network, such as seeking early accession to the Regional Comprehensive Economic Partnership and exploring FTAs or IPPAs with emerging markets including potential partners in the Middle East and other regions along the Belt and Road.
Following the signing of the FTA with Peru on 15 November (Lima time), the geographical scope of the Dedicated Fund on Branding, Upgrading and Domestic Sales is also extended to cover Peru (as the 40th eligible economy) with immediate effect to further support Hong Kong enterprises in developing their businesses there.

Government announces details of Signature Performing Arts Programme Scheme
The Government announced the application details of the Signature Performing Arts Programme Scheme (SPAPS) on 15 November 2024.
The Government invites proposals from local performing arts groups and practitioners for large-scale stage productions.
Interested parties can submit application from 30 December 2024 to 30 May 2025. The Government will form an assessment panel, comprising experts, veteran arts and cultural practitioners, professionals with rich business acumen and experience as well as representatives from the Government. The application results are expected to be released in the fourth quarter of 2025.
The Government will hold a briefing session in the afternoon on 17 December 2024 at the Lecture Hall of the Hong Kong Museum of Art to provide further details of the Scheme and answer questions. Interested parties who would like to attend the briefing session may register by sending email to spaps@cstb.gov.hk.

Women Empowerment Fund invites 2024-25 second-round applications (deadline: 16 December 2024)
The Women Empowerment Fund is open for the second round of applications this year starting from 15 November until 16 December 2024. The Fund subsidises projects that support women in juggling their jobs and family life, bring awareness to women's physical and mental health, and unleash their potential.
The Fund accepts two rounds of applications each year. The Guide to Application and the application form have been uploaded to the Fund's website (www.wef.gov.hk). Interested eligible women's groups and non-governmental organisations (NGOs) may submit an electronic or paper application.

Home and Youth Affairs Bureau launches new round of Funding Scheme for Youth Exchange in the Mainland (deadline: 16 December 2024)
The Home and Youth Affairs Bureau (HYAB) and the Youth Development Commission (YDC) jointly launched the 2025-26 (first round) Funding Scheme for Youth Exchange in the Mainland on 15 November 2024. Eligible NGOs are invited to submit applications.
The Government attaches great importance to youth development. The HYAB promulgated the Youth Development Blueprint in end-2022, which states that the Government will further strengthen the breadth and depth of the Mainland and international internship and exchange programmes with a view to enhancing young people's understanding of the country and supporting their integration into the overall development of the country. Through the Funding Scheme for Youth Exchange in the Mainland, the HYAB and the YDC provide funding for NGOs to organise youth exchange projects on the Mainland for Hong Kong young people to enhance their awareness and understanding of the country's development, foster exchanges with Mainland people and strengthen their sense of national identity. Launched earlier this year, the Pilot Scheme on Subsidy to Grassroots Youth for Participating in Exchange Activities Outside Hong Kong will also continue to provide additional subsidies to grassroots youth with financial needs to participate in exchange projects under the 2025-26 funding scheme.
The 2025-26 funding scheme accepts two rounds of applications. Details of the first round and application forms are available on the YDC website (www.ydc.gov.hk/en/programmes/ep/ep_fundingscheme.html). Interested NGOs should submit their applications on or before 16 December. The second round of applications will be launched in mid-2025.

Taxi Service Commendation Scheme 2024 opens for public nominations
The Transport Department (TD) said on 15 November 2024 that, to promote the quality services and image of the taxi industry, and compliment quality taxi drivers and taxi service management teams, the Committee on Taxi Service Quality (CTSQ) and the TD are jointly organising the Taxi Service Commendation Scheme 2024.
Members of the public can nominate quality taxi drivers and service management teams, and share their Good Driver, Good Service riding experiences provided by a taxi driver via the CTSQ's webpage (www.ctsq.org.hk/voting) by scanning the QR code on the publicity material of the scheme (see Annex). They can also download the nomination form from the TD's website (www.td.gov.hk/en/transport_in_hong_kong/public_transport/taxi/index.html) or the CTSQ's website (www.ctsq.org.hk) and send the completed form to the TD by post or email.

Air Pollution Control (Fuel Restriction) (Amendment) Regulation 2024 gazetted
The Government gazetted the Air Pollution Control (Fuel Restriction) (Amendment) Regulation 2024 on 15 November 2024.
The Amendment Regulation will tighten the statutory limit on the sulphur content of liquid fuel for industrial and commercial use to 0.001 per cent and remove the restriction on the use of liquid and solid fuel in the Sha Tin Fuel Restriction Area (STFRA).
"At present, industrial diesel supplied in Hong Kong already has a sulphur content not exceeding 0.001 per cent. The amendment of the statutory limit just reflects the actual market situation and will not cause any impact on the operational environment of the industrial and commercial sectors. On the other hand, over the past few decades, the planning and development of Sha Tin have shifted it towards a predominantly non-industrial area. The removal of the STFRA restrictions will allow a wider range of recreational and business activities using liquid and solid fuel to be conducted in Sha Tin without significant impact on its air quality," a Government spokesman said.
The Amendment Regulation was tabled before the LegCo for negative vetting on 20 November. Subject to the approval of the Council, the Amendment Regulation will take effect on 1 April 2025.

Hong Kong Civil Aviation (Investigation of Accidents) (Amendment) Regulation 2024 gazetted
The Hong Kong Civil Aviation (Investigation of Accidents) (Amendment) Regulation 2024 (Amendment Regulation) was gazetted on 15 November 2024 to amend the Hong Kong Civil Aviation (Investigation of Accidents) Regulations (Cap. 448B) to incorporate in the local legislation the latest requirements of the International Civil Aviation Organization (ICAO) for the investigation of civil aviation accidents and incidents.
The Amendment Regulation was tabled at the LegCo on 20 November for negative vetting. Subject to scrutiny by the LegCo, the Amendment Regulation will come into effect on a day to be appointed by the Secretary for Transport and Logistics by notice published in the Gazette, with an implementation target in the first half of 2025.

SME ReachOut
“SME ReachOut”, a dedicated service team operated by HKPC, has commenced operation since 1 January 2020 to enhance SMEs’ understanding of the Government’s funding schemes, with a view to encouraging better utilisation of the support provided by the Government. The team would help SMEs identify funding schemes that suit their needs, and answer questions relating to applications.
The Government has allocated $100 million to HKPC to gradually enhance the services of “SME ReachOut” in the ensuing five years starting from 2023. HKPC has enhanced the services of “SME ReachOut” in October 2023, including arranging visits to more chambers of commerce, commercial and industrial buildings and co-working spaces, and increasing the publicity in social media so as to step up the promotion of government funding schemes. At the same time, more one-on-one consultation sessions will be provided to assist SMEs in applying for government funding and building their capacities, focusing on areas such as ESG, technology transformation, digitalisation and cyber security, with a view to enhancing their competitiveness through leveraging new technologies.

Dedicated Fund on Branding, Upgrading and Domestic Sales (BUD Fund)
Following the signing of the Free Trade Agreement between Hong Kong and Peru, the geographical scope of funding support of the BUD Fund has been extended to Peru with effect from 16 November 2024 to further support Hong Kong enterprises in developing their businesses in the market. The total number of economies covered under the BUD Fund is thereby increased to 401.
