Intellectual Property Department: IP Training Programme “IP105 Safeguarding Digital Identity: Domain Name Dispute Resolution”
(This course will be live-streamed and held at the VTC Tower, Wan Chai on 21 August 2026)
This new intellectual property (IP) course organised by the Intellectual Property Department and co-organised by the Hong Kong International Arbitration Centre and the Asian Domain Name Dispute Resolution Centre is now open for registration.
The course will cover an overview of the domain name system, types of abuse and infringement (such as cybersquatting, phishing, typosquatting, etc.) and how to use a speedy and cost-effective specialised domain name dispute resolution process to protect IP. It will include case studies and practical step by step guidance on how to file and succeed in a domain name dispute case. (The medium of instruction will be Cantonese, supplemented with English terms.)
This course is free for members of the “
IP Manager Scheme PLUS”. Enterprises registered in Hong Kong can fill out the

Briefing on the Subsidy Scheme for Abolition of MPF Offsetting Arrangement

HKSAR Government welcomes new measures for further deepening co-operation between Hong Kong and Mainland markets
The China Securities Regulatory Commission (CSRC) and the Securities and Futures Commission (SFC) announced on 3 August 2026 a series of new measures to deepen further the practical co-operation and coordinated development of the two markets, consolidating and enhancing Hong Kong's status as an international financial centre. The HKSAR Government warmly welcomes the measures.
The Chief Executive, Mr John Lee, said, "The series of measures announced today (3 August 2026) will support the development and cross boundary financing of enterprises in Hong Kong and the Mainland, and further promote the connectivity between the Hong Kong and Mainland markets through deepening co-operation in indices, futures and exchange traded funds. Under 'One Country, Two Systems', Hong Kong enjoys the unique advantage of having strong support from the motherland while being closely connected to the world. As an important bridge in our country's financial system, Hong Kong will continue to leverage its role in 'bringing in and going global', better integrating into and serving the overall development of our country. Hong Kong is proactively aligning with the National 15th Five Year Plan and is working at full speed to formulate our first five-year plan, fostering high quality market development by promoting Renminbi internationalisation and cross boundary capital flows. The CSRC and the SFC announced on 3 August 2026 a series of new measures for further deepening the practical co-operation and coordinated development of the markets of Hong Kong and the Mainland. The HKSAR Government and regulators will actively facilitate the implementation of the measures.

Eighth batch of Arts Development Fund for Persons with Disabilities open for applications (Deadline: 30 September 2026)
The Social Welfare Department (SWD) announced on 3 August 2026 that the eighth batch of the Arts Development Fund for Persons with Disabilities (Arts Fund) is open for applications from eligible organisations. Non-profit making organisations granted tax exemption status under section 88 of the Inland Revenue Ordinance (Cap. 112) with at least two years of experience in organising structured arts activities or training programmes for persons with disabilities (PWDs) may submit applications.
The Government has endeavored to promote the participation of PWDs in recreational, sports and cultural arts activities, and provide them with appropriate activities and facilities. This aims to create opportunities for PWDs to develop their potential, enhance their quality of life and encourage their participation in group activities, promoting their full integration into the community.
The Arts Fund provides funding support for two tiers of arts projects. Tier One projects focus on providing elementary and ongoing arts programmes that enhance the arts knowledge of PWDs, foster their interests in the arts, and develop their potential. Tier Two projects are large-scale, impactful and sustainable projects which assist individual PWDs with significant artistic potential in pursuing careers in performing, visual or creative arts, enabling them to strive for excellence.

First-phase measures to enhance regulation of licensed money lenders take effect on 1 August 2026
The Government's first-phase measures to enhance the regulation of licensed money lenders (money lenders) took effect on 1 August 2026, including prohibiting money lenders from requesting borrowers to provide loan referees, and introducing "debt servicing ratio" caps for unsecured personal loans of low-income earners.
With the above measures in place, money lenders are not allowed to request borrowers to provide loan referees, and members of the public need not worry about facing harassment due to acting as a loan referee. Setting "debt servicing ratio" caps - for borrowers with monthly incomes of HK$6,000 or less, the cap is 35 per cent, and for borrowers with monthly incomes from HK$6,001 to HK$12,000, the cap is 40 per cent - will not only protect the public, but also encourage money lenders to grant loans more responsibly, thereby helping to address the issue of excessive borrowing and foster a more healthy market development.
The second-phase measures will be rolled out on 1 June 2027, and will include requiring all money lenders engaging in unsecured personal loan businesses to regularly submit personal credit information of their unsecured personal loan borrowers to the Credit Data Smart (CDS). Money lenders will also need to meet specific requirements to join the CDS to obtain personal credit information of borrowers for loan application assessment.
The Financial Services and the Treasury Bureau (FSTB) hopes that the community will continue to support implementation of the measures, with a view to addressing the issue of excessive borrowing via a multipronged approach. The FSTB and the Companies Registry have been maintaining close liaison with the money lending industry, and have provided information and guidance to money lenders in order to ensure the smooth implementation of the measures.

Advance Decision on Life-sustaining Treatment Ordinance comes into effect
Coming into effect on 31 July 2026, the Advance Decision on Life-sustaining Treatment Ordinance (Cap. 651) (the Ordinance) provides a legal framework for advance medical directives (AMDs) and do-not-attempt cardiopulmonary resuscitation (DNACPR) orders, as well as legal protection for healthcare professionals and rescuers when complying with the directives and orders.
The Ordinance was passed by the Legislative Council (LegCo) in November 2024. The Government subsequently provided a preparatory period of about one and a half years for stakeholders to get ready for its implementation, and
gazetted on 22 May 2026, appointing 31 July 2026 as the date on which the Ordinance comes into operation. In preparation for the commencement of the Ordinance, the HHB has worked in collaboration with relevant stakeholders, including policy bureaux and departments, public and private healthcare institutions, residential care homes (RCHs), professional bodies and emergency rescue service organisations, to take forward a range of preparatory work. This includes organising professional training seminars for the personnel concerned (such as healthcare professionals of public and private healthcare institutions, frontline rescue and management staff of government departments and organisations involved in emergency rescues, and staff of RCHs), and updating the relevant service and operational guidelines. The Government has also promoted public understanding of the Ordinance through interdepartmental and cross-sectoral public education and publicity activities, and will continue with these efforts.
Members of the public who wish to learn more about AMDs and DNACPR orders, or who are considering making an AMD, may discuss the matter with a doctor familiar with their condition, who will offer suitable advice having regard to the patient's circumstances. Addenda to Code of Practice for Bamboo Scaffolding Safety and Code of Practice for Metal Scaffolding Safety gazetted
The LD published the addenda to the Code of Practice for Bamboo Scaffolding Safety (Bamboo CoP) and the Code of Practice for Metal Scaffolding Safety (Metal CoP) in the Gazette to take immediate effect to enhance scaffolding safety on 31 July 2026.
A spokesperson for the LD said, "The major revisions to the Bamboo CoP and the Metal CoP include: (i) setting out the material requirements for scaffolding toe-boards to ensure that their strength is sufficient to prevent workers and objects from falling from scaffolds, and that the materials used do not increase the fire risk; (ii) requiring that protective screens (including protective nets, tarpaulins, plastic sheeting and canvas) installed on the scaffolding should fulfil the relevant requirements specified in the Practice Note for Registered Contractors 85 issued by the Buildings Department (BD) to ensure they meet the required standard of fire retardant performance; and (iii) requiring that the design and installation of catch-fans should fulfil the relevant requirements specified in the Guidelines on the Design and Construction of Bamboo Scaffolds issued by the BD."
The spokesperson said that the Bamboo CoP and the Metal CoP provide contractors with practical guidance on how to comply with the requirements set out in the occupational safety and health legislation regarding scaffolding work for safeguarding workers' safety.
The spokesperson added, "These CoPs have a special legal status. In criminal proceedings, if a relevant person fails to observe any provision of these CoPs, that failure may be taken by the court as a relevant factor in determining whether or not a person has breached the relevant safety and health legislation."

Emergency relief fund for fish farmers and fishermen affected by Typhoon Noul (application deadline for fish farmers: 5 August 2026; application deadline for fishermen: 7 September 2026)
Local fish farmers and fishermen who suffered serious losses caused by the recent Typhoon Noul can register with the Agriculture, Fisheries and Conservation Department (AFCD) from 28 July 2026 for assistance from an emergency relief fund. According to the application guideline of the emergency relief fund, the application deadline for affected fish farmers is 5 August 2026, while the application deadline for affected fishermen is 7 September 2026.
An AFCD spokesman said that an appropriate amount of the relief funding would be released to affected eligible fish farmers and fishermen according to established criteria.
"After each typhoon or natural disaster, AFCD staff will contact fish farmers and fishermen to assess the resultant damage to their fish rafts, fish ponds and fishing vessels. Depending on the extent of the damage, the department may launch an operation to provide some relief to affected persons," the spokesman said.
The department's preliminary investigation has revealed that some fish rafts in certain fish culture zones and some fishing vessels were affected by Typhoon Noul.
Affected fish farmers can submit their applications in person at the following AFCD offices:
