"Four-in-One" Integrated Services of SME Centres
To strengthen support for SMEs and to raise SMEs' awareness of the various funding schemes and support services, the TID consolidated the services of the existing four SME centres, namely, the "SUCCESS" under the TID, the "SME Centre" under the Hong Kong Trade Development Council (HKTDC), the "SME One" under the Hong Kong Productivity Council (HKPC) and the "TecONE" under the Hong Kong Science and Technology Parks Corporation (HKSTP), in October 2019 to provide one-stop "Four-in-One" integrated services for SMEs. Enterprises can obtain business information, funding schemes information and advisory services, etc. at any of the centres. In addition, a web portal called "SME Link" is also established for SMEs to access information and support services provided by the four SME centres and government departments from a single online platform.
The Government provides over 70 funding schemes with different funding scopes, amounts and requirements to promote and support the development of enterprises and industries in Hong Kong. The "Government Funding Schemes" web page of the SME Link features information on these 70+ funding schemes, including overview and useful hyperlinks. The web page's search tool supports multiple search filters to facilitate enterprises identifying suitable funding schemes.
The "Events & Activities" of the SME Link facilitates enterprises to obtain information on activities organised by the four SME centres and various government departments, including seminars, workshops, exhibitions, conferences, training courses, etc., from a single platform, and also provides relevant links to facilitate registration.
As global awareness of decarbonisation grows and consumers' understanding of green and low-carbon lifestyle continues to enhance, whereas related international laws and regulations are constantly updated, SMEs need to grasp the latest information so as to capture the business opportunities and cope with related challenges. The "Decarbonisation ‧ Business Action", a one-stop thematic webpage, features links to information and services about decarbonisation and carbon audit, etc., including requirements and regulations of Hong Kong and our trading partners, support measures and technological solutions, to help SMEs better prepare and position their businesses in the dynamics of international trade networks and supply chains and capture the business opportunities arising from low-carbon solutions and new markets emerging around the world.

Online Briefing on the Abolition of MPF Offsetting Arrangement (Webinar)

Maximum daily rates of reimbursable medical expenses adjusted for employees injured at work and occupational disease sufferers
The Legislative Council (LegCo) passed two resolutions on 26 September 2025 to adjust the maximum daily rates of medical expenses reimbursable under the Employees’ Compensation Ordinance and the Pneumoconiosis and Mesothelioma (Compensation) Ordinance. The revised maximum daily rates of reimbursable medical expenses have come into effect on 1 January 2026.

Increase of Statutory Holidays
Starting from 2026, Easter Monday will be a newly added statutory holiday under the Employment Ordinance. Other relevant provisions in relation to the statutory holidays under the Employment Ordinance remain unchanged, including the arrangement of holiday, eligibility for holiday pay and pay rate, and restriction on pay in lieu of holiday.

Applications invited for operating green minibus route (deadline: noon, 27 February 2026)
The Transport Department (TD) published a Gazette notice on 2 January 2026 to invite applications for a passenger service licence for the operation of a package of New Territories public light bus (scheduled) route (green minibus route) covering one route in total, plying between Fanling North and Kwu Tung North.

New round of tenders invited for Standing Offer Agreement for supply of IT professional services to government departments (deadline: noon, 30 January 2026)
The Digital Policy Office (DPO) gazetted a notice on 2 January 2026 to invite tenders for the provision of professional services to undertake information technology (IT) projects in the Government under the new round of the Standing Offer Agreement for Quality Professional Services (SOA-QPS) scheme for a period of 48 months. Interested tenderers must submit their tenders by noon on 30 January 2026 (Friday).
A briefing session will be held on 16 January 2026 for prospective tenderers. Details are set out in the tender documents. Government updates Biodiversity Strategy and Action Plan for Hong Kong
The Government promulgated on 31 December 2025 the updated Hong Kong Biodiversity Strategy and Action Plan (BSAP), which sets out the strategies and priority actions Hong Kong will adopt over the next 10 years to protect nature and support sustainable development, to protect Hong Kong's biodiversity and thereby contribute to national and global efforts towards the goal of achieving harmony between humans and nature.

Digital Policy Office and Cyberport collaborate to launch Digital Corporate Identity Sandbox Programme
The Digital Policy Office (DPO) announced its collaboration with the Hong Kong Cyberport Management Company Limited to launch the Digital Corporate Identity (CorpID) Sandbox Programme on 31 December 2025. This Programme provides a free simulated environment for service providers interested in supporting the CorpID (including public and private organisations as well as government departments) to conduct proof-of-concept testing and develop applications, thus supporting the design of application scenarios and solutions for different industries and markets. This initiative aims to kick-start the ecosystem development of the CorpID with a view to assisting and facilitating Hong Kong corporations to accelerate their digital transformation, thereby further enhancing the business environment for Hong Kong corporations.
CorpID Platform
To speed up the process of digital economy development in Hong Kong, the DPO is planning to launch the CorpID Platform by the end of 2026 for use by Hong Kong corporations with gradual extension of services. The Platform will provide one-stop digital corporate identity authentication and related services for Hong Kong corporations established or registered under the Companies Ordinance (Cap. 622) and local businesses registered under the Business Registration Ordinance (Cap. 310), thereby facilitating e-business activities between Hong Kong corporations and the Government as well as other public and private organisations.
The main functions of the Platform include digital corporate identity authentication, digital signing, pre-filling of forms and storage of digital licences and permits, etc., which facilitate Hong Kong corporations to undergo corporate identity authentication and corporate signature verification in a secure and convenient manner when using e-government services and conducting online transactions, hence alleviating the complicated procedures of submitting and verifying duplicate copies of related original documents and company chops. At the same time, it enables corporations to reuse information previously provided when using different electronic services, saving processing time and reducing human errors, hence facilitating the digital transformation of corporations.
CorpID Sandbox Programme
The CorpID Sandbox Programme will provide participating service providers with appropriate technical support, reference documentations and simulated Application Programming Interface (API). It will also introduce suitable application scenarios enabling service providers to test the functions of the CorpID.
Through this Sandbox Programme, government departments as well as public and private organisations can understand the API specifications related to the CorpID, and utilise these API for testing and application development, thus making adequate preparations for the adoption of the CorpID in the future.

The DPO encourages the industry to actively participate in the Sandbox Programme and jointly explore the application potential of the CorpID, thereby together promoting the digital economy development of Hong Kong's digital economy and facilitating corporations to enhance business efficiency through digital transformation.

Hong Kong Customs concludes Authorized Economic Operator Mutual Recognition Arrangement with National Superintendence of Customs and Tax Administration of Peru
The Commissioner of Customs and Excise, Mr Chan Tsz-tat, signed the Mutual Recognition Arrangement (MRA) on Authorized Economic Operator (AEO) Programme between Hong Kong Customs and the National Superintendence of Customs and Tax Administration (SUNAT) of Peru in hybrid mode at the Customs Headquarters Building on 30 December 2025. The signing ceremony was witnessed by the Consul-General of Peru, Mr Enrique Carlos Cardenas Arestegui, in person as well as the National Superintendent of Customs and Tax Administration of SUNAT of Peru, Mr Javier Franco Castillo, and the Deputy National Superintendent of Customs of SUNAT of Peru, Mr Carlos Adrianzen, online. Immediately after the signing, Mr Chan exchanged the signed MRA text with Mr Enrique Carlos Cardenas Arestegui.
The MRA with Peru is Hong Kong Customs' first MRA concluded with a Customs administration in the South American region, marking a significant step in strengthening trade ties between the two places as well as the South American region. This MRA will further facilitate the flow of legitimate cross-boundary cargo and enhance the global competitiveness of enterprises in both places.
The Hong Kong AEO Programme was launched in 2012. The signing of the MRA with Peru brings the number of MRAs ratified between Hong Kong Customs and other Customs administrations to 18 in total. The other 17 Customs administrations which Hong Kong has signed MRAs with are the Chinese Mainland; India; Korea; Singapore; Thailand; Malaysia; Japan; Australia; New Zealand; Israel; Canada; Mexico, Indonesia; Macao, China; Bahrain; South Africa and Saudi Arabia. Under the MRA, AEOs from the signatory countries or regions can enjoy reciprocal trade facilitations including a reduced inspection rate and prioritised clearance.
Hong Kong Customs will continue to accord priority to its discussions on MRAs with the Belt and Road economies, particularly member states of the Association of Southeast Asian Nations and the Cooperation Council for the Arab States of the Gulf, as well as African and South American countries to further expand the MRA network.

DH reminds trade that sales of medical gases require registration from 14 June 2026
The Department of Health (DH) reminded the trade on 30 December 2025 that, starting from 14 June 2026, medical gases will be regulated as pharmaceutical products. Medical gases, classified as pharmaceutical products, must be registered with the Pharmacy and Poisons Board of Hong Kong before they can be legally sold in Hong Kong. In addition, traders involved in the manufacture, wholesale or retail of medical gases must obtain relevant drug dealer's licence(s) in accordance with the Pharmacy and Poisons Ordinance (Cap. 138). To avoid contravening the Ordinance, suppliers who have not yet applied for a relevant licence and/or registration of pharmaceutical products should take immediate action before the regulation officially takes effect.
The Board decided on 14 June 2024, that medical gases should be regulated as pharmaceutical products under the regulatory framework of the Ordinance. In addition, pharmaceutical products containing nitrous oxide (laughing gas) and nitric oxide should be regulated as prescription drugs. A two-year preparation period has been provided for the trade to apply for relevant licences and registration of their products.
The DH issued a reminder on 30 December to the trade and notified other stakeholders about the aforesaid regulation. According to the Ordinance, illegal possession or sale of unregistered pharmaceutical products or prescription drugs, and manufacture or wholesale of pharmaceutical products without relevant licences, are criminal offences. The maximum penalty for each offence is a fine of $100,000 and two years' imprisonment upon conviction.

Guangdong-Hong Kong-Macao Greater Bay Area Arbitrator Panel and Guangdong-Hong Kong-Macao Greater Bay Area Mediator Panel 2025 officially promulgated
The legal departments of Guangdong Province, the Hong Kong Special Administrative Region (SAR) and the Macao SAR officially promulgated on 30 December 2025 the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Arbitrator Panel and the Guangdong-Hong Kong-Macao Greater Bay Area Mediator Panel 2025. The GBA Arbitrator Panel and the GBA Mediator Panel 2025, with 143 arbitrators and 233 mediators respectively from Hong Kong, Guangdong and Macao, will enhance the interface of dispute resolution talent in the GBA. The panels are available on the Department of Justice (DoJ)'s arbitration webpage and mediation webpage respectively.
The establishment of the GBA Arbitrator Panel and the GBA Mediator Panel implements the measures in the Action Plan on the Construction of Rule of Law in the GBA released earlier by the DoJ. It will effectively promote the complementary advantages of resources, the interface of arbitration and mediation regulatory frameworks of the three places and a wider use of arbitration and mediation in the GBA, and promote the establishment of GBA standards, thereby further enhancing the multifaceted dispute resolution mechanism in the GBA.
The panels were jointly established by the DoJ of the HKSARG, the Department of Justice of Guangdong Province, and the Office of the Secretary for Administration and Justice of the Macao SAR Government. They have been endorsed at the GBA Legal Departments Joint Conference.

Government launches industry consultation on proposed legislative amendments to facilitate digitalisation of business-to-business trade documents (deadline: 27 March 2026)
The Government published a consultation paper on 29 December 2025 to gather industry opinions on the proposed legislative amendments to facilitate digitalisation of "Business-to-Business" (B2B) trade documents in Hong Kong.
International trade involves presentment or submission of various trade documents, including "Business-to-Government" (B2G) documents (such as import and export declarations, cargo manifests and various licences or permits) and B2B documents (such as bills of lading and bills of exchange). While the trade may already submit most of the B2G trade documents through the Government Electronic Trading Services and the Trade Single Window, transactions involving certain B2B trade documents still rely largely on paper-based means due to legal requirements and industry practice. As technology advances, the digitalisation of these documents has emerged as a new trend.
As announced in the 2025-26 Budget and the 2025 Policy Address, the Government will make reference to the Model Law on Electronic Transferable Records (MLETR) advocated by the United Nations Commission on International Trade Law and consider legislative amendments to facilitate digitalisation of trade documents. Upon careful consideration by relevant authorities, the consultation paper outlines and seeks industry opinions on the proposed framework to amend the Electronic Transactions Ordinance (Cap. 553) (ETO) and relevant legislation for implementing MLETR provisions, covering various key aspects including the scope of application, assessment of reliability and operational requirements.
The legislative amendments will provide the legal basis for the use of electronic transferable records, which are the electronic version of transferable documents or instruments. Suitable MLETR provisions will be codified into the ETO as far as practicable, with a view to aligning with international standards and promote cross-border interoperability.
A spokesman for the Commerce and Economic Development Bureau (CEDB) said, "The Government endeavours to maintain a business-friendly environment to enhance Hong Kong's competitiveness in international trade. Digitalisation of B2B trade documents may reduce processing time and costs, enhance transparency and integrity, and facilitate international trade. We hope that the legislative proposal would empower the industry to develop technical solutions that suit their actual needs, thereby further enhancing Hong Kong's competitiveness as an international financial, maritime and trade centre."

Adjusted fixed penalties for traffic contraventions took effect
The Government reminded members of the public on 29 December 2025 that the fixed penalties for illegal parking and 19 traffic contraventions related to road safety and traffic congestion have been adjusted, the effective date being 1 January 2026.
The resolution to increase such fixed penalties (including the effective date) was passed by the LegCo on 30 July 2025. The relevant traffic contraventions and the adjusted penalty charges are as follows:

The fixed penalty for illegal parking offences under the Fixed Penalty (Traffic Contraventions) Ordinance (Cap. 237) has been increased from $320 to $400; and
-
Fixed penalties for 19 traffic contraventions related to road safety and traffic congestion under the Fixed Penalty (Criminal Proceedings) Ordinance (Cap. 240) have been increased from the range of $320 to $1,000 before adjustment to a revised range of $480 to $1,500 (see details in the Annex).

New "continuous contract" requirement under Employment Ordinance applicable from 18 January 2026
A spokesperson for the LD said on 29 December 2025 that the amendments to the "continuous contract" requirement under the Employment Ordinance (EO) (Cap. 57) made by the Employment (Amendment) Ordinance 2025 will be applicable from 18 January 2026.
The new requirement will lower the working hours threshold of the "continuous contract" and introduce flexibility in the calculation of working hours, reducing the circumstances that disrupt the continuity of an employee's employment when the working hours of a week occasionally fall below the threshold. This change makes it easier for employees to enjoy comprehensive employment rights, such as statutory holiday pay and paid annual leave.
Upon the application of the new requirement, an employee is regarded as being employed under a "continuous contract" if he has been employed continuously by the same employer for four weeks or more; and has met one of the working hours requirements: (i) worked for at least 17 hours each week; or (ii) (if worked less than 17 hours in any week) worked for the employer concerned for 68 hours or more in a four-week period comprising that week and the three weeks next preceding that week.
The new requirement has no retrospective effect. For an employment period before the new requirement is applicable, an employee is still required to be employed continuously by the same employer for four weeks or more and has worked for at least 18 hours or more each week to meet the "continuous contract" requirement.
Other provisions of the EO will operate as they currently do, and employees will continue to enjoy various statutory benefits.

Government launches further enhancement measures to Technology Talent Admission Scheme
The Innovation and Technology Commission launched on 24 December 2025 further enhancement measures to the Technology Talent Admission Scheme (TechTAS) with a view to expediting the admission of innovation and technology (I&T) talent from around the world by eligible companies to facilitate their technology-related research and development (R&D) activities in Hong Kong, thereby enlarging the I&T talent pool here and contributing to Hong Kong's I&T development.
The enhancement measures comprise: (1) streamlining application procedures to allow technology companies and eligible talent to submit applications for quotas and visas/entry permits in parallel, (2) lifting the requirement of engaging in R&D in 14 designated technology areas to better address ever-changing I&T development, and (3) launching a new dedicated application channel for the Hong Kong-Shenzhen Innovation and Technology Park to provide one-stop assistance to their tenants and incubatees in application and subsequent follow-up action.
Launched in June 2018, TechTAS provides a fast-track arrangement for admitting overseas and Mainland technology talent. Successful companies will be given quotas for bringing in such people for undertaking R&D work. More information is available on the TechTAS website (techtas.itc.gov.hk). SME ReachOut
“SME ReachOut”, a dedicated service team operated by HKPC, has commenced operation since 1 January 2020 to enhance SMEs’ understanding of the Government’s funding schemes, with a view to encouraging better utilisation of the support provided by the Government. The team would help SMEs identify funding schemes that suit their needs, and answer questions relating to applications.
The Government has allocated $100 million to HKPC to gradually enhance the services of “SME ReachOut” in the ensuing five years starting from 2023. At the same time, more one-on-one consultation sessions will be provided to assist SMEs in applying for government funding and building their capacities, focusing on areas such as ESG, technology transformation, digitalisation and cyber security, with a view to enhancing their competitiveness through leveraging new technologies.

Dedicated Fund on Branding, Upgrading and Domestic Sales (BUD Fund)
To support enterprises to develop the markets of Association of Southeast Asian Nations (ASEAN) through electronic commerce (e-commerce) business, the geographical coverage of “E-commerce Easy” was expanded to the 10 ASEAN countries in March 2025.
The HKPC as the BUD Fund implementation partner regularly organises seminars/webinars in order to enhance enterprises’ understanding of the BUD Fund, including “Easy BUD” and “E-commerce Easy”. Corruption Prevention Advisory Service (CPAS) of ICAC
A good governance system is vital for SMEs' effective operation, and can help sustain their company image and hence counterparts' confidence in doing business with them. The Corruption Prevention Department of the Independent Commission Against Corruption (ICAC) has launched the Corruption Prevention Advisory Service (CPAS). The CPAS is a specialised unit dedicated to providing tailor-made, free and confidential corruption prevention advice on system control in common business areas such as procurement and staff administration. Enterprises can access its user-friendly web portal (https://cpas.icac.hk/EN/) for details of the services and to get timely and useful resources on corruption prevention such as staff code of conduct, corruption prevention guides and tools, case studies, quick tips and red flags.
