"Four-in-One" Integrated Services of SMEs Centres

To strengthen support for SMEs and to raise SMEs' awareness of the various funding schemes and support services, the TID consolidated the services of the existing four SMEs centres, namely, the "SUCCESS" under the TID, the "SME Centre" under the Hong Kong Trade Development Council (HKTDC), the "SME One" under the Hong Kong Productivity Council (HKPC) and the "TecONE" under the Hong Kong Science and Technology Parks Corporation (HKSTP), in October 2019 to provide one-stop "Four-in-One" integrated services for SMEs.  Enterprises can obtain business information, funding schemes information and advisory services, etc. at any of the centres.  In addition, a web portal called "SME Linkis also established for SMEs to access information and support services provided by the four SMEs centres and government departments from a single online platform.

"Government Funding Schemes" of the SME Link

The Government provides over 40 funding schemes with different funding scopes, amounts and requirements to promote and support the development of enterprises and industries in Hong Kong.  The "Government Funding Schemes" web page of the SME Link features information on these 40+ funding schemes, including overview and useful hyperlinks.  The web page's search tool supports multiple search filters to facilitate enterprises identifying suitable funding schemes.

Events & Activities of the SME Link

The "Events & Activities" of the SME Link facilitates enterprises to obtain information on activities organised by the four SMEs centres and various government departments, including seminars, workshops, exhibitions, conferences, training courses, etc., from a single platform, and also provides relevant links to facilitate registration.

I. The future trend of branding : The strategies for branding and IP derived from AI (Seminar)

Intellectual Property Department: IP Training Programmes “IP105 Patent Basics”, “IP202 Management and Strategies of Patent Commercialisation and Technology Transfer” and “IP301 Profits Tax Implications and Tax Planning on IP”

These three intellectual property (IP) courses offered by the Intellectual Property Department are now open for registration here.

“IP105 Patent Basics” aims at enabling participants to grasp the basic concepts of patents, including the patent protection system, the method and process of patent registration and the application of patent information in research and business. (The medium of instruction will be Cantonese, supplemented with English terms.)

“IP202 Management and Strategies of Patent Commercialisation and Technology Transfer” aims to introduce the common forms of patent valuation, commercialisation as well as key issues of technology transfer, preparing participants to formulate appropriate strategies on patent commercialization and technology transfer for their enterprises. (The medium of instruction will be Cantonese and English, simultaneous interpretation service will not be provided.)

“IP301 Profits Tax Implications and Tax Planning on IP” aims to equip participants with a comprehensive introduction on the Hong Kong profits tax implications and planning strategies in relation to IP. It focuses on profits tax regime, “Patent Box” incentive and “Original Grant Patent” system in Hong Kong. (The medium of instruction will be Cantonese, supplemented with English terms.)

Interested participants may first enroll in the “IP Manager Scheme PLUS” for free by filling out an online form to get priority in course registration. Registration fee for the courses is waived for members of the Scheme. Participants will receive a certificate upon completion of the respective training course.

Digital Policy Office holds Cybersecurity Technology Forum

The Digital Policy Office (DPO) held its 20th Technology Forum at the HKPC on 13 September 2024. The forum, with the theme "Adopting Innovative Technologies to Cope with Cybersecurity Threats", was held in hybrid mode and attracted about 900 colleagues from nearly 100 government departments and public organisations.

The Commissioner for Digital Policy, Mr Tony Wong, introduced at the forum the 2024 Cybersecurity Awareness Campaign jointly organised by the DPO and the industry to echo the China Cybersecurity Week. The Campaign seeks to raise cybersecurity awareness among the general public and different sectors of the community, and enhance the cybersecurity of society through a series of activities such as exhibitions, technology seminars, and learning resources.

Mr Wong said, "With cyber attacks getting more and more severe, our defence must be kept abreast of the times by introducing multidimensional and diversified technological measures. In dealing with the cyber attacks, we also need to develop from a static, passive defence to dynamic, proactive detection."

Mr Wong expressed that the DPO has implemented a series of new measures to step up the self-monitoring role of government bureaux and departments (B/Ds) as well as public bodies under B/Ds' purview in information technology (IT) system development, service delivery and safeguarding of information security. The DPO will also actively increase independent cyber security tests for large-scale and high-risk IT projects, as well as carry out regular vulnerability inspections, penetration tests, surprise checks, in-depth compliance audits, and enhance cybersecurity awareness and technology know-how of Government personnel. Such measures aim at more effectively protecting information systems and data security to provide a sturdy basis for expediting the development of a digital government.

At the forum, a number of technology enterprises were invited to share information and exchange ideas about their technologies, offering an opportunity for government departments and public organisations to learn more about the latest trends of cybersecurity and related technology products and solutions, as well as ways to consolidate a defence against cyber threats by effectively adopting innovative technologies.

The Technology Forum held on 13 September 2024 was organised by the Smart Government Innovation Lab (Smart Lab) under the DPO in collaboration with the HKPC, Hong Kong Cyberport and the HKSTP. Since its establishment in 2019, the Smart Lab has been actively connecting government departments with the innovation and technology sector, particularly local start-ups and SMEs, to foster a close partnership between the two sides. The Smart Lab regularly organises different promotional activities, including technology forums and technology exchange workshops for government departments and the industry, with a view to encouraging and helping government departments to introduce and apply innovative technology products and solutions, which could in turn facilitate more business matching, achieving a win-win situation.

Labour Department to hold seminar on Employment Ordinance

The Labour Department has called for registration for a seminar on the Employment Ordinance to be held at 2.15pm on 16 October 2024 (Wednesday) at Lai Chi Kok Community Hall, G/F, Banyan Garden, 863 Lai Chi Kok Road, Sham Shui Po (entrance facing Sham Shing Road).

The main provisions of the Employment Ordinance and abolition of the Mandatory Provident Fund offsetting arrangement will be introduced.

The seminar will be conducted in Cantonese and participation is free of charge. Interested participants should complete the registration form, which can be downloaded from the Labour Department's website (www.labour.gov.hk), and return it by email by 27 September 2024 (Friday). Taxi-Driver-Offence Points Ordinance to come into operation on 22 September 2024

The Transport Department (TD) reminded the taxi trade that the Taxi-Driver-Offence Points (TDOP) Ordinance will come into operation on 22 September 2024 to introduce the TDOP system.

A spokesman for the TD said, "The quality of taxi services has been an issue of concern in recent years. Considering the public's strong demand for enhancing the quality of taxi services, the Government modelled on the existing driving-offence points system and introduced the TDOP system. The TDOP system aims to strengthen the deterrent effect against malpractices by taxi drivers for combating the black sheep in the taxi industry and enhancing the service quality and overall image of the trade."

The TDOP system covers 11 taxi-driver-related offences that affect taxi service quality and carry higher penalties under the existing legislation, including overcharging, wilfully refusing or neglecting to accept a hire and driving to a destination other than by the most direct practicable route. These 11 offences are categorised into three layers based on their seriousness and assigned with 10, five and three points respectively (see Annex). If a person is convicted of, or becomes liable to, a fixed penalty for a related offence, a respective number of points will be incurred.

Under the TDOP system, for any taxi driver who has accumulated points incurred to a specified level within any two-year period, a respective action or penalty will be triggered. Specifically, an Advice of Taxi-Driver-Offence Points will be served by the Commissioner for Transport to any person incurring eight to 14 points; and a Notice of Obligatory Attendance of Taxi Service Improvement Course (TSIC) will also be served to any person incurring 10 points or more, requiring the person to attend and complete a TSIC at his/her own cost within a specified period of time. Failure to comply with such requirement without reasonable excuse is an offence and is liable on conviction to a fine of $5,000 and imprisonment for one month. All taxi drivers who have incurred points (including those who have not been served with a Notice of Obligatory Attendance) can attend a TSIC, and three points will be deducted from the total number of points previously incurred by that person after completing a TSIC and passing its examination. Furthermore, any person incurring 15 points or more is liable to be disqualified from driving a taxi. The disqualification period will be three months for the first disqualification and six months for each subsequent disqualification.

Following the passage of the TDOP Bill by the Legislative Council in mid-December 2023 and the publication in the gazette on 22 December 2023, the TD has been maintaining close liaison with the taxi trade, including briefing the taxi trade on the operation of the TDOP system, and reminding them to get prepared for it. The TD has again briefed the taxi trade on details and requirements of the TDOP system and the Ordinance through regular taxi trade conferences and letters from early September 2024 onwards, to enable the trade to familiarise themselves with the operation of the TDOP system.

"2024 Cybersecurity Awareness Campaign" launched

In support of the China Cybersecurity Week, the "2024 Cybersecurity Awareness Campaign" organised by the DPO was officially launched on 7 September 2024. It was kicked off with the "2024 Cybersecurity Awareness Fun Day", jointly organised by the DPO, the Hong Kong Police Force and the Hong Kong Computer Emergency Response Team Coordination Centre. The Fun Day, themed "Together, We Create a Safe Cyberworld", aims to promote public awareness of cybersecurity through exhibitions, interactive games and seminars.

In addition to the Fun Day held on 7 September, the DPO will organise a series of activities from September to December to fully echo with the China Cybersecurity Week. It includes a DPO-led Hong Kong cybersecurity industry delegation visit to Nansha, Guangzhou, where industry representatives will take part in the China Cybersecurity Week Summit and Cybersecurity Expo to deepen exchange and collaboration with their counterparts in Guangdong. Also, the DPO will spearhead the first real-life cybersecurity attack and defence drill in Hong Kong in November.

Speaking at the launch ceremony, the Secretary for Innovation, Technology and Industry, Professor Sun Dong, said, "Safeguarding cybersecurity is a long-term task that requires city-wide participation. We hope that through this series of activities of the cybersecurity week, we will not only enhance public awareness on this front, but also create a more secure and efficient cyberspace, for safeguarding the cybersecurity of our country and Hong Kong."

The "2024 Cybersecurity Awareness Week Fun Day" will be held from 7 September until 15 September for nine days at D·PARK in Tsuen Wan. It features game booths to educate the public on cybersecurity in a lively manner. The award presentation ceremony of the Cybersecurity Tram Body Design Contest and a seminar on cybersecurity were also held on 7 September. The winning entries of the open category of the contest have been printed on the tram body and showcased to the public at various districts on Hong Kong Island from 2 September until 29 September. On the other hand, cybersecurity experts introduced common cyber pitfalls, shared real-life cases and provided simple anti-scam security tips to the public in the seminar.

Second round of Research, Academic and Industry Sectors One-plus (RAISe+) Scheme opens for applications (deadline: 31 October 2024)

The Innovation and Technology Commission announced on 6 September 2024 the launch of the second round of application of the Research, Academic and Industry Sectors One-plus (RAISe+) Scheme. The deadline for application will be 31 October 2024. Eligible universities are welcome to apply.

"The scheme was well received by the universities in the first round of applications. The ITC encourages universities to continue their active participation in this round with a view to incentivising collaboration among industry, academic and research sectors and accelerate the '1 to N' transformation and commercialisation of research and development outcomes," a spokesman for the Commission said.

With a funding allocation of $10 billion, the RAISe+ Scheme was launched in 2023 and aims to fund at least 100 research teams from universities funded by the University Grants Committee that have good potential to become successful start-ups on a matching basis to transform and commercialise their research and development outcomes. Funding support from $10 million to $100 million will be provided to each approved project. Assessment criteria include the innovation and technology (I&T) component of the project, commercial viability of project outcomes, technical and management capability of the team, relevance of the project with government policies or the overall interest of the community, and financial considerations of the project.

The ITC announced the first batch of 24 projects confirming participation in the RAISe+ Scheme in May 2024. They cover I&T fields in health and medical sciences, new materials and new energy, artificial intelligence and robotics, electrical and electronic engineering, engineering, advanced manufacturing, Chinese medicine, and environmental, agricultural and marine biotechnology with the total funding amounting to over $1 billion.

Shaanxi and Hong Kong sign a number of co-operation agreements in Hong Kong

The Chief Executive, Mr John Lee, attended the Shaanxi High-Quality Opening-up and Cooperation Conference in Hong Kong on 4 September 2024. Mr Lee and the Secretary of the CPC Shaanxi Provincial Committee, Mr Zhao Yide, jointly witnessed the signing of the Strengthening Hong Kong/Shaanxi Co-operation Agreement by the Chief Secretary for Administration, Mr Chan Kwok-ki, and Vice Governor of Shaanxi Provincial People's Government Mr Chen Chunjiang.

Deputy Director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR) Mr Yin Zhonghua and the Commissioner of the Ministry of Foreign Affairs in the HKSAR, Mr Cui Jianchun, also attended the conference. Officials of the HKSAR Government who attended the conference included the Chief Secretary for Administration, Mr Chan Kwok-ki; the Secretary for Justice, Mr Paul Lam, SC; the Secretary for Constitutional and Mainland Affairs, Mr Erick Tsang Kwok-wai; the Acting Secretary for Culture, Sports and Tourism, Mr Raistlin Lau; and the Commissioner for Innovation and Technology, Mr Ivan Lee.

Mr Lee said that over the years, Shaanxi and Hong Kong have maintained close economic and trade relations. Hong Kong has always been Shaanxi's largest source of external investment. Shaanxi and Hong Kong are both important links in the Belt and Road Initiative and can jointly play an important role in promoting domestic and international dual cycles and contribute to the country's high-level opening up to the outside world. Shaanxi and Hong Kong will further deepen co-operation, capitalise on their respective strengths to build new quality productive forces, and make greater contribution to the comprehensive promotion of Chinese modernisation to build a great country and achieving national rejuvenation.

Hong Kong and Shaanxi reached consensus on the following nine co-operation areas:

  • The Belt and Road Initiative
  • Finance
  • Trade and Investment
  • Innovation and Technology
  • Legal and Dispute Resolution Services
  • Youth Development
  • Education
  • Cultural Exchanges
  • Facilitation Measures for Hong Kong People on the Mainland

In addition, five co-operation agreements were signed by government departments and organisations of the two places:

  • Framework Arrangement on Co-operation in Legal Services to Support the "Belt and Road Initiative" between the Department of Justice of Shaanxi Province and the Department of Justice of the Government of the Hong Kong Special Administrative Region;
  • Agreement on Tourism Co-operation between the Department of Culture and Tourism of Shaanxi and the Culture, Sports and Tourism Bureau of the Government of the Hong Kong Special Administrative Region;
  • Memorandum of Understanding between Shaanxi Provincial Department of Science and Technology and the Innovation and Technology Commission of the Government of the Hong Kong Special Administrative Region on Launching Innovation and Technology Co-operation;
  • Memorandum of Understanding between Shaanxi Provincial Department of Commerce and Hong Kong Trade Development Council on Promoting High-Quality Economic and Trade Co-operation and Development; and
  • Memorandum of Understanding between Xi'an Municipal People's Government and Hong Kong Trade Development Council on Economic and Trade Co-operation.

SME ReachOut

“SME ReachOut”, a dedicated service team operated by HKPC, has commenced operation since 1 January 2020 to enhance SMEs’ understanding of the Government’s funding schemes, with a view to encouraging better utilisation of the support provided by the Government. The team would help SMEs identify funding schemes that suit their needs, and answer questions relating to applications.

The Government has allocated $100 million to HKPC to gradually enhance the services of “SME ReachOut” in the ensuing five years starting from 2023. HKPC has enhanced the services of “SME ReachOut” in October 2023, including arranging visits to more chambers of commerce, commercial and industrial buildings and co-working spaces, and increasing the publicity in social media so as to step up the promotion of government funding schemes. At the same time, more one-on-one consultation sessions will be provided to assist SMEs in applying for government funding and building their capacities, focusing on areas such as ESG, technology transformation, digitalisation and cyber security, with a view to enhancing their competitiveness through leveraging new technologies.

Dedicated Fund on Branding, Upgrading and Domestic Sales (BUD Fund)

“E-commerce Easy” was launched on 15 July 2024, under which enterprises can flexibly make use of a maximum funding of $1 million within their funding ceiling to implement electronic commerce (e-commerce) projects, to further assist them in exploring the Mainland domestic sales market. Unlike general applications of the BUD Fund, items under “E-commerce Easy” projects are not subject to individual funding caps, so that more targeted support can be provided to enterprises.

The HKPC as the BUD Fund implementation partner regularly organises seminars/webinars in order to enhance enterprises’ understanding of the BUD Fund, including “E-commerce Easy” and “Easy BUD”. Corruption Prevention Advisory Service (CPAS) of ICAC

A good governance system is vital for SMEs' effective operation, and can help sustain their company image and hence counterparts' confidence in doing business with them. The Corruption Prevention Department of the Independent Commission Against Corruption (ICAC) has launched the Corruption Prevention Advisory Service (CPAS). The CPAS is a specialised unit dedicated to providing tailor-made, free and confidential corruption prevention advice on system control in common business areas such as procurement and staff administration. Enterprises can access its user-friendly web portal (https://cpas.icac.hk/EN/) for details of the services and to get timely and useful resources on corruption prevention such as staff code of conduct, corruption prevention guides and tools, case studies, quick tips and red flags.
