The BUD Fund: Enterprise Support Programme

The Enterprise Support Programme (ESP) under the “Dedicated Fund on Branding, Upgrading and Domestic Sales” (the BUD Fund) provides funding support for individual Hong Kong enterprises to assist them in undertaking projects to develop brands, upgrade and restructure their business operations and promote domestic sales in the Mainland.  The Hong Kong Productivity Council (HKPC) is the Programme Secretariat.

The ESP will provide funding support for individual enterprises on a matching basis. The Government will cover a maximum of 50% of the total approved project cost and the enterprise has to contribute no less than 50% of the total project cost in cash. During the tenure of the BUD Fund, each enterprise may obtain funding for a maximum of three approved projects. The cumulative funding ceiling per enterprise under the BUD Fund is $500,000.

The Government has recently launched an additional "ESP Easy – Simplified Application Track" (ESP Easy) under the ESP.  Enterprises can make use of the "ESP Easy" to apply for funding to implement specified measures including participation in Mainland exhibitions, establishment or enhancement of online shops or websites, undertaking testing and certification for products for domestic sales, design and production of physical publicity materials for distribution in the Mainland, and application for registration of patent, trademark, design and utility model in the Mainland.  Applicant enterprises will only need to fill in a simplified application form.  Enterprises which are non-listed but have been registered in Hong Kong and have had substantive business operations in Hong Kong for at least three years at the time of application are eligible to apply for "ESP Easy".

Funding under "ESP Easy" would be provided on a matching basis after completion of projects, and the funding ceiling for each project is $170,000.  All "ESP Easy" projects must be completed within 12 months.

The ESP is open to applications all year round.  Applications will be considered by batches.  The annual batch cut-off dates are 31 March, 30 June, 30 September and 31 December respectively.

To assist enterprises in grasping the essence of successful applications and drawing on the experience in project implementation, the Programme Secretariat regularly organises seminars and symposia in HKPC (HKPC Building, 78 Tat Chee Avenue, Kowloon Tong).  Upcoming events for September and October 2015 are as follows:

Date Theme of Seminar
24 Sept 2015 ESP – Introduction to application assessment and project monitoring
29 Oct 2015 ESP – Tips for the Application and Vetting Yardsticks
