Enhancement Measures for Special Loan Guarantee Scheme and SME Export Marketing Fund

Effective from 15 June 2009, the Trade and Industry Department (TID) has implemented the following enhancement measures for the Special Loan Guarantee Scheme and the SME Export Marketing Fund :

  • Special Loan Guarantee Scheme (SpGS)

    The Government has increased its guarantee ratio for loans granted by the participating lending institutions (PLIs) from 70% to 80%. The maximum amount of loan that each enterprise may obtain is doubled from $6 million to $12 million, within which the amount that can be used for revolving credit facilities is also doubled from $3 million to $6 million.

    The maximum guarantee period for each loan is extended from three years to five years, or up to 31 December 2014, whichever is earlier. A grace period of six months continues to be allowed, during which the borrower may repay interest only.

    All applications under the SpGS should be submitted through the PLIs. As at 17 June 2009, 31 PLIs have completed the legal procedures with the Government and are ready to accept applications under the enhanced SpGS. A list of the PLIs can be found on TID's website www.smefund.tid.gov.hk.

  • SME Export Marketing Fund (EMF)

    To provide greater flexibility to SMEs, the scope of reimbursable items under the EMF has been expanded to include advertisements placed on eligible trade websites.

    The list of eligible websites will be updated from time to time on TID's website www.smefund.tid.gov.hk.

Hong Kong Awards for Industries (HKAI): Invitation for Entries

The 2009 HKAI, championed by the HKSAR Government, is now inviting entries. Companies from the manufacturing and services sectors are welcome to join. The closing date for entries is 31 July 2009.

A series of roving exhibitions to invite 2009 entries would be arranged at City Plaza (near Wing On Department Store) (19 - 23 June), Times Square (covered piazza) (26 June - 2 July) and Pacific Place (Park Court L1) (4 - 8 July). All are welcome to visit.

SME Seminar: "Overcoming Financial Turmoil and Turning Crisis into Opportunities"

Commercial Information Circulars (CICs) of the Mainland

The Trade and Industry Department issued a number of Commercial Information Circulars (CIC) on the Mainland's trade and economic rules and regulations between 2 and 12 June 2009 for traders' reference, including the following:

  • Adjustment of Capital Fund Ratio for Fixed Assets Investment Projects of the State Council (CIC No. 283/2009);
  • 2009 Catalogue of Prohibited Products for Processing Trade (CIC No. 289/2009);
  • Further Increasing the Export Tax Rebate Rate for Certain Commodities (CIC No. 295/2009); and
  • Plan for Readjustment and Revitalisation of the Shipping Building Industry (CIC No. 304/2009).

Seminars on "Enhancing Businesses with Secured WiFi Network"

These seminars are organised by the Hong Kong Wireless Technology Industry Association, implemented by the Hong Kong Productivity Council and sponsored by the SME Development Fund of the Trade and Industry Department. The seminars will discuss the latest trend of WiFi and its benefits for SMEs in the logistics and retail sectors through demonstration on how to deploy a secured WiFi through some simple settings.

This programme is organised by the Hong Kong Linux Industry Association, implemented by the Hong Kong Productivity Council and sponsored by the SME Development Fund of the Trade and Industry Department.
