Business Support Measures Amid Economic Challenges

Hong Kong's economy has been impacted by the Sino-US trade war, social unrest and, more recently, COVID-19 infections. To assist enterprises to cope with the pressure brought about by the economic downturn and alleviate their burden, the HKSAR Government has announced various measures to support enterprises and safeguard jobs.

HKPC's "SME ReachOut"

Amid difficult business environment, Hong Kong Productivity Council (HKPC) knows SMEs are in the urgent need of cash to keep business running.  The newly established "SME ReachOut" support team is here to help SMEs well equip for bouncing back, through introducing and matching the appropriate funding schemes. 

"SME ReachOut", a dedicated service team operated by HKPC, has commenced operation starting from 1 January 2020 to support SMEs through free-of-charge one-on-one meetings.  The team would help SMEs identify funding schemes that suit their needs, while answering questions relating to applications.  

There are over 40 funding schemes provided by the Government for SMEs, with different funding scopes, amounts and requirements.  "SME ReachOut" serves to enhance SME's understanding of the Government's funding schemes, with a view to encouraging better utilisation of the support provided by the Government, and to enhancing their competitiveness and development.

HKPC Offers Half-Price Concessions to Partner With SMEs

Amid difficult business environment, HKPC has implemented special relief measures to offer SMEs and Startups* half-price concession** from 12 March 2020 to 30 September 2020, joining hands with industry partners to overcome the challenges brought by various external factors.

The 50% discount special offer applies to the list price of labour portion for R&D and consultancy services (excluding consultancy services under government funding schemes), the list price of labour portion for testing services and the HKPC venue charges. 

In addition, the "Buy-3, Get-1-free" offer for all corporate training courses, not only limited to SMEs, will sustain during the same period.  Meanwhile, companies can also leverage HKPC's recently introduced "HKPC Live" webinars or online training platform to keep abreast of industry peers and the pace of upgrading or transforming their business without delay. 



*SMEs definition: Manufacturing enterprises with fewer than 100 employees and non-manufacturing enterprises with fewer than 50 employees.  Startups definition: Established not more than two years.

In order to reduce the risk of the spread of the novel coronavirus in the community, all SUCCESS activities including seminars and workshops have been suspended until further notice. During this period, the SUCCESS Customer Hotline (Tel.: (852) 2398 5133) and Email Enquiry (success@tid.gov.hk) will continue to provide services for the public. 
 

Dedicated Fund on Branding, Upgrading and Domestic Sales (BUD Fund)

BUD Fund provides funding support to individual non-listed Hong Kong enterprises in undertaking projects to develop brands, upgrade and restructure their business operations and promote sales in the Mainland and ASEAN* markets, so as to enhance their competitiveness and facilitate their business development in these markets. 

To further support local enterprises to rise up to the challenges facing Hong Kong's economy, TID has rolled out a new round of enhancement measures to the BUD Fund and started to receive applications from 20 January 2020 onwards.  Enhancement measures include extending the geographical coverage of the Fund to all economies with which Hong Kong has signed Free Trade Agreements (FTAs)**; increasing the cumulative funding ceiling per enterprise to $4 million, including $2 million for projects in the Mainland and $2 million for projects in ASEAN and other FTA markets; and increasing the ratio of initial payment from 25% to up to 75% of the total approved government funding.

* ASEAN comprises Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam.

* *Including the Mainland, New Zealand, the four member states of the European Free Trade Association (i.e. Iceland, Liechtenstein, Norway and Switzerland), Chile, Macao, the ten member states of ASEAN, Georgia and Australia.
 

Guangdong-Hong Kong-Macao Greater Bay Area High Value Patent Portfolio Contest 2020 is now open for application

The Guangdong-Hong Kong-Macao Greater Bay Area High Value Patent Portfolio Contest 2020 is co-organised by the Guangdong Province Administration for Market Regulation, the Intellectual Property Department of the Government of the Hong Kong SAR, the Economic Bureau of the Government of the Macao SAR, the Zhuhai Municipal Government, and the Dongguan Municipal Government.

Hong Kong Authorized Economic Operator Programme


Hong Kong Authorized Economic Operator (HKAEO) Programme is a regime administered by the Customs and Excise Department (C&ED) to offer facilitation and benefits from local and other Customs administrations to enterprises that have met pre-determined supply chain security standards.  Apart from being a C&ED's trusted partner, enterprises accredited as HKAEO can apply exclusive HKAEO logo as a "Quality Mark" showing to the world of their achievement in meeting global security standards which would help enhance marketability.  

HKAEO Programme is an open, free and voluntary certification regime.  To facilitate SMEs in joining the Programme, C&ED has introduced a 2-tier certification mechanism providing an option for SMEs to join by only fulfilling the integral requirements at an initial stage.  Besides, C&ED will provide assistance and guidance to SMEs throughout the accreditation process to help improve their internal security and management standards.  C&ED also devotes multiple efforts in organising seminars and workshops to enhance SMEs' understanding on the Programme and provide professional advice for interested enterprises on accreditation preparation.  For further details, enterprises can visit HKAEO webpage or contact C&ED through the following channels.     



 

Corruption Prevention Advisory Service (CPAS) of ICAC


A good governance system is vital for SMEs' effective operation, and can help sustain their company image and hence counterparts' confidence in doing business with them. The Corruption Prevention Department of the Independent Commission Against Corruption (ICAC) has launched the Corruption Prevention Advisory Service (CPAS). The CPAS is a specialised unit dedicated to providing tailor-made, free and confidential corruption prevention advice on system control in common business areas such as procurement and staff administration. Enterprises can access its user-friendly web portal (https://cpas.icac.hk/EN/) for details of the services and to get timely and useful resources on corruption prevention such as staff code of conduct, corruption prevention guides and tools, case studies, quick tips and red flags.

Workshop on "How to Enhance the Emotional Intelligence of You and Your Staff"

(8 April 2020 at Federation of Hong Kong Industries) 

This workshop is organised by the Federation of Hong Kong Industries.  The workshop will explore the ways for individuals, employees and teams to balance physical and psychological development, so as to build a positive attitude to meet challenges ahead.  (Admission fee is required.  This workshop will be conducted in Cantonese.)
