The BUD Fund: Enterprise Support Programme

The Enterprise Support Programme (ESP) under the “Dedicated Fund on Branding, Upgrading and Domestic Sales” (the BUD Fund) provides funding support for individual Hong Kong enterprises to assist them in undertaking projects to develop brands, upgrade and restructure their business operations and promote domestic sales in the Mainland.  The Hong Kong Productivity Council (HKPC) is the Programme Secretariat.

The ESP will provide funding support for individual enterprises on a matching basis. The Government will cover a maximum of 50% of the total approved project cost and the enterprise has to contribute no less than 50% of the total project cost in cash. During the tenure of the BUD Fund, each enterprise may obtain funding for a maximum of three approved projects. The cumulative funding ceiling per enterprise under the BUD Fund is $500,000.  Non-listed enterprises registered in Hong Kong with substantive business operations in Hong Kong are eligible to apply.

To assist enterprises in meeting the financial needs at the start-up of the project, the Government will disburse an initial payment to the enterprise and the enterprise must deposit the equivalent amounts in a designated account opened for the project.  Subsequent payment(s) will be effected on a reimbursement basis upon the acceptance of the required progress/final reports and audited accounts.

ESP Simplified Option

Starting from October 2016, applicants may opt not to receive initial payment. Payments will be effected on a reimbursement basis upon the acceptance of the required progress/final reports and audited accounts.  Applicants need not open a designated project account if they opt not to receive initial payment, thereby saving the complicated procedures involved and the project can be carried out the date following the submission of the application.

ESP Easy – Simplified Application Track

Hong Kong enterprises with three years or more substantive business operations in Hong Kong may make use of the "ESP Easy – Simplified Application Track" (“ESP Easy”) to apply for funding to implement specified measures including:
  • participation in Mainland exhibitions;
  • establishment or enhancement of websites or online shops;
  • development or enhancement of mobile applications (apps);
  • placing of advertisements in the Mainland;
  • undertaking testing and certification for products for domestic sales;
  • design and production of physical publicity materials for distribution in the Mainland; and
  • application for registration of patent, trademark, design and utility model in the Mainland.

The funding ceiling for each "ESP Easy" project is $200,000, funding would be provided on a matching basis after completion of projects.  Each "ESP Easy" project must be completed within 12 months.

Open to applications all year round

The ESP is open to applications all year round.  Applications will be considered by batches.  The annual batch cut-off dates are 31 March, 30 June, 30 September and 31 December respectively.
